The primary purpose of this position is: The purpose of the position is to serve as the Program Administrator for Air National Guard(ANG) Cooperative Agreement Appendices. Responsibilities Manages the end-to-end processes for the Cooperative Agreements program across all 90 locations/54 states and territories for ANG. Conducts and/or leads studies and/or initiatives to improve the Cooperative Agreements program and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. Provides advisory services to managers, supervisors, and employees on the financial status and management of Cooperative Agreements (CA) programs. Assists other Functional Managers with the development of realistic requirements, guidance, and policy as it pertains to CAs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes utilizing a mastery of a wide range of advanced qualitative and quantitative analytical techniques, combined with an expert knowledge of the complex laws, regulations, and policies governing the ANG Cooperative Agreements program (specifically including 2 CFR 200 and NGR 5 1). Researches and evaluates the impact of new or proposed regulations, policies, and/or laws to provide technical guidance and advise on Air Force-wide issues. Prepares or oversees the preparation of instructions, manuals, and other materials designed to improve the effectiveness of operations and programs related to A4 Installations, Facility Operations and Maintenance, Environmental Compliance, Natural and Cultural Resources, and Fire and Emergency Services cooperative agreements. Prepares and delivers written reports and oral presentations, such as briefings, training sessions, and consultations for ANG and State leadership, supervisors, and customers. Develops detailed plans, goals, and objectives that align with DoD, AF, and industry strategic plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer an Air National Guard wide Cooperative Agreement program. 2. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 3. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across a the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5. Skill in justifying, defending, and recommending decisions on an end to end program within a matrix organization. 6. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
