The Transportation Manager serves as a resource to the Director of Operations and ensures that transportation services are delivered safely, efficiently, and in accordance with District, state, and federal requirements. CHARACTERISTIC DUTIES AND RESPONSIBILITIES Oversees the daily operation of student transportation services, ensuring routes are staffed, transportation needs are met, and services are provided in a safe and efficient manner. Supervises, evaluates, and supports transportation personnel, including bus drivers, mechanics, dispatchers, and other department staff, to maintain productivity and achieve department goals. Investigates incidents, complaints, and accidents, prepares required reports, and recommends or implements appropriate resolutions in accordance with District policies and legal requirements. Coordinates student transportation activities, including route planning, scheduling, and adjustments necessary to meet changing District needs. Monitors bus maintenance activities, repairs, warranties, invoices, and inspections to ensure that District vehicles remain safe and operational. Maintains compliance with all applicable local, state, and federal laws, regulations, and guidelines governing student transportation services. Develops, monitors, and manages departmental budgets, expenditures, and related financial activities to ensure responsible fiscal practices. Compiles and analyzes operational data, including maintenance records, inspections, complaints, and transportation reports, to support decision-making and regulatory compliance. Prepares and maintains a variety of records, reports, maps, schedules, and other documents related to transportation operations. Facilitates staff meetings, trainings, workshops, and other activities to communicate expectations, address concerns, and support continuous improvement within the department. Collaborates with school personnel, parents, law enforcement agencies, coaches, vendors, and community members to address transportation needs and resolve issues effectively. Researches transportation practices, equipment, routes, and programs to improve operational efficiency and maintain compliance with applicable requirements. Schedules and monitors required bus inspections and driver vehicle reviews to ensure compliance with state and federal standards. Provides training or guidance to new drivers on vehicle operations, including pre-trip and post-trip inspections. Serves as a substitute school bus driver when needed to support transportation operations. Attends all required meetings/trainings regarding first aid and operation updates as required. Participates in meetings, workshops, conferences, and professional development opportunities as required to maintain knowledge of transportation best practices and regulatory changes. Attends driver training programs to maintain current knowledge of applicable Motor Vehicle Code as it applies to the operation of vehicle in the transportation of school children. Follows the policies and procedures of the school and the District. Demonstrates a sense of professional responsibility, such as demonstrating ethical behavior; providing accurate data and reports when needed; meeting deadlines; maintaining confidentiality; caring for the equipment and materials; and dressing appropriately and presenting a good role model. Minimum Qualifications Education High School Diploma, GED, or equivalent. Experience Four years of progressively responsible experience in transportation operations, supervision, or a related field. Relevant training and school bus driving experience may be considered toward this requirement. Certifications and Licenses Class B Commercial Driver’s License (CDL) with School Bus and Passenger endorsements, or ability to obtain within a reasonable timeframe after hire. CPR/First Aid/AED certification. SKILLS, KNOWLEDGE, AND ABILITIES REQUIRED Ability to supervise personnel, manage projects, and coordinate multiple activities simultaneously. Ability to establish and maintain effective working relationships with employees, parents, school personnel, law enforcement agencies, community members, and vendors. Ability to analyze information, solve problems, exercise sound judgment, and make timely decisions in rapidly changing circumstances. Ability to communicate effectively in both oral and written forms. Ability to operate standard office equipment, transportation software systems, and related technology. Knowledge of state and federal laws, regulations, and requirements related to student transportation. Knowledge of personnel management, budgeting, accounting practices, and District policies and procedures. Knowledge of school bus operations, maintenance practices, inspections, and transportation safety standards. Ability to maintain confidentiality and handle sensitive information appropriately. Employment Standards Minimum of high school education or GED Must pass physical examination as required by U.S. Department of Transportation (DOT), Motor Vehicle Carrier Safety Regulations, 49 CFR 391.41 - 391.49. Physical may be required after severe illness, injury, or as supervisor's discretion. Each person who drives a school bus must receive training to obtain a valid Class B or higher Commercial Driver's License (CDL) with passenger and school bus endorsements as specified by the DOT requirements (ACSD#1 will assist hired candidates in training to obtain CDL. Be able to lift legal OSHA requirements of 50 lbs. Demonstrate the ability and physical dexterity to perform a DOT pre-trip inspection, I.e., bending climbing, stooping, reaching, crawling, etc. Physical ability test. Must have satisfactory driving record secured from the Wyoming Department of Transportation and maintain insurability. Must pass drug and alcohol test at the time of hire and random testing thereafter as required by DOT. Application must meet minimum standards for the school bus driver as outlined by the state of Wyoming, Department of Education. Must complete six (6) hours of training per year. PHYSICAL ABILITIES AND WORKING CONDITIONS Vision: (which may be corrected) must have close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Hearing: (which may be corrected) to answer telephones and tolerate exposure to noisy conditions. Speech: to be understood in face-to-face communications; to speak with a level of proficiency and volume to be understood over a telephone. Body Mobility: use hands and fingers to feel, grasp, and manipulate small objects; manipulate fingers, twist and bend at the wrist and elbow; extend arms to reach outward and upward; use hands and arms to lift objects; turn, raise, and lower the head; occasionally stand, walk, stoop, kneel, crouch or crawl. Strength: to lift, push, pull and/or carry objects which weigh as much as 50 or more pounds on a frequent basis. Environmental Requirements: encounter constant work interruptions; work cooperatively with others; work independently; work outdoors and indoors. Mental Requirements: read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgment and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile, and coordinate information and records. Additional Work Conditions and Physical Abilities: Requires travel to multiple sites. EVALUATION Evaluation of this position shall be by the Chief Operations Officer.
