Join a team that is shaping the future of adult behavioral health in Oregon. In this role, you will help lead and implement the work that supports people moving from hospitals and other intensive residential treatment settings into safe, stable, community-based care. You will guide a team that makes sure services are coordinated, timely, and responsive to the needs of individuals across the state. In this position, you will play a key part in strengthening Oregon’s adult residential treatment system through innovative and transformative initiatives developed by the Governor’s Office, Legislature and OHA Executive Leadership. You will help build clear pathways through levels of care, support person-centered practices and improve how services work together across the continuum. You will also work closely with partners who help individuals transition from higher level care, including those involved in the Civil Commitment, Aid and Assist or Guilty Except for Insanity processes.This role offers you the chance to make meaningful changes by improving how programs function, supporting smoother transitions, and helping communities access services that support long term stability and recovery. You will collaborate with local programs, hospitals, providers, and teams across OHA to keep care connected throughout the adult lifespan, ensuring people receive the right support at the right time.

What We Are Looking For
Minimum Qualifications: These qualifications must be reflected in your application for consideration.
Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

- Demonstrated ability to lead the development, interpretation, and equitable implementation of statewide behavioral health policies, including analyzing statutes and regulations, shaping program direction, and ensuring policies align with state and federal requirements.
- Proven skill in evaluating system needs, recommending policy changes, and determining resource requirements to support fair, effective, and culturally responsive services for adult behavioral health programs.
- Strong experience building community connections and leading collaborative policy‑planning efforts, including engaging diverse groups, representing behavioral health programs in interagency settings, and integrating varied perspectives into comprehensive statewide plans.
- Demonstrated ability to lead budget development and oversight, including setting priorities across program needs, managing administrative resources, projecting future funding requirements, and clearly communicating budget justifications to executive and legislative partners.
- Demonstrated leadership experience overseeing a full range of supervisory responsibilities, including planning, assigning, directing, and reviewing staff and managerial work; conducting performance evaluations; addressing performance issues; guiding grievance responses; and modeling equitable recruitment, onboarding, and management practices.
- Proven ability to strengthen team performance and growth by ensuring staff receive effective orientation, training, development opportunities, and clear performance measures; supporting career advancement; and fostering an inclusive, equitable work environment aligned with organizational goals.
- Demonstrated ability to direct and evaluate program and contract operations, including monitoring service quality, reallocating resources to meet changing needs, resolving operational conflicts, establishing clear reporting structures, and coordinating work with other agencies to ensure alignment with laws, policies, and program priorities.
- Proven skill in facilitating meetings and collaborative work with program leaders and partners, and in leading inclusive procurement processes that expand vendor access and support equitable implementation of statewide adult behavioral health services.)

- This announcement is for one, full-time, permanent, unrepresented management service, Adult Residential and Extended Care Management Manager (BH Policy Manager 2) position based in Salem, Oregon.
- This is a hybrid position, about one (1) day per week in office. “Review Section 4: Working Conditions” in the position description (linked above) for more information.
- Employment is contingent upon a criminal records check and a driving records check that meets OHA criteria at the time of hire and throughout employment.
- The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
