Hiring Range The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. Under the direction of the Director of Strategic Initiatives and in alignment with the Dean's overall goals for the unit, the Financial Services Analyst has primary responsibility for the day-to-day financial management, analysis and reporting of all financial activities, reconciliation of revenue and expense accounts, procurement and all associated financial processes within the Division of Professional & Continuing Education (PACE), a self-support unit that reports up to UC Merced's Academic Affairs Division. The Financial Services Analyst will provide financial management, including reconciliation of general ledgers, preparation of monthly budget reports, and ensure compliance with UC Policies and procedures for a complex self-supporting, revenue-generating unit. The Financial Services Analyst will be responsible for managing complex revenue streams that require continual analysis and will be tasked with creating the official financial reports and dashboards for internal and external UC constituencies (PACE, Academic Affairs, UC Office of the President, Sponsored Projects Office, Granting Agencies, etc.). Financial reporting, including actual, budgeted, and projected revenue and expenses, will be prepared for the PACE Dean and Directors on a quarterly and annual basis, flagging concerns and making recommendations for remediation as needed. The Financial Services Analyst will prepare and present the annual budget to the Dean and Directors. The position will work with the Dean and Directors to prepare and update the Unit's 3-year strategic financial plan. The Financial Services Analyst is responsible for day-to-day financial operations and processes, including purchasing, accounts payable, entertainment, travel, billing, and reimbursements for PACE. The Financial Services Analyst will analyze and recommend new policies and processes related to fiscal and administrative functions, and are responsible for managing and communicating shared revenue, billing, and expense processes with campus and external partners. Across these areas of responsibility, the incumbent will work on problems of diverse scope requiring data analysis and evaluation. The position cultivates internal and external contacts in support of PACE operations and uses skills as a seasoned, experienced financial service professional to resolve a wide range of issues. Key Responsibilities Applies financial services concepts (i.e., accounting, accounts receivable, accounts payable, purchasing, collections, and billing) to resolve issues and prepare business process procedures and policy recommendations. Reconcile, track, and report financial transactions related to PACE revenue sharing with campus (Schools and academic partners) and external partners (such as UCOP), in keeping with University policy, including analysis of historical financial statements and transactions. Management and reconciliation of all PACE revenue and expense funds. Responsible for managing and facilitating fiscal year close. Coordination of fund transfers in support of PACE operations; transfers as needed related to course revenue and/or services between PACE and UC campus partners. Coordinate and implement division budget allocations, conceives and maintains division chart of accounts or other data management tools, and related business processes for the division. Prepare and submit purchasing requisitions, complex travel and entertainment reimbursements, and low-value orders. Manage Procurement Card. Prepare check requests, general correspondence, spreadsheets, and track expenses for orders generated to make sure all goods are received and entered for payment. Acquire necessary backup documentation from various departments on campus as needed to facilitate PACE operations. Coordinate annual PACE clean-up at fiscal close and final reconciliation later in the calendar year. Ensure divisional compliance with applicable UC policies and procedures. Responsible for providing reports and analyses for varied and complex budgetary, financial, and resource projects. Use campus systems to prepare detailed monthly reports tracking the division's appropriations, revenues, expenses, and balances; report to the Academic Affairs Financial Team as required and with accuracy. Prepare quarterly financial management reports for PACE Leadership team to support timely decision-making required of a self-support unit. Perform detailed analysis of revenue and expense accounts requiring data analysis from multiple systems. Conduct annual assessment of financial processes. Develop and maintain dashboards of quarterly and annual revenue and expense outcomes. Provide ongoing data analysis, including analysis of special projects. Prepare annual cost/expense analysis of PACE courses and programs for the PACE Leadership team decision-making on program-level financial sustainability. Gathers, analyzes, and prepares recommendations for financial and/or resource plans, including annual resource allocation, trend data, operating forecasts, etc. Provides budget forecasts and modeling for new programs proposed for PACE. Manage the coordination, implementation, and communication related to operational considerations for PACE, including: Coordinate and track annual PACE academic appointments. Coordinate requests for hiring. Monitor appointments to ensure proper reappointment, payment, and separation. Collect and maintain records of budget proposals, and consolidate proposals in the PACE annual report. Update regularly in a shared environment with campus partners. Track expenditures and monitor costs to ensure compliance with PACE policy. Notify the Director and Dean, as appropriate, immediately of any issues and/or discrepancies. Prepare revenue sharing memorandum. Recommend and implement changes in office processes as needed. Serve as the alternate building operations manager for 1635 M Street; supporting building operations management tasks such as emergency response management, lease and utilities usage review in coordination with campus Facilities Management, contacting the UCMFM Building Manager and submitting work orders for urgent maintenance needs, and flagging building security concerns with UCMPD, when the Director (Primary) is not available. Qualifications EDUCATION and EXPERIENCE Bachelor's degree from an accredited university in Accounting, Finance, Economics, Business Administration, Business Management, or other related area, and/or equivalent experience/training. (Required) Three (3) years of directly related, progressively responsible experience in finance or accounting, or a combination of education and experience as outlined. An advanced degree in business administration, finance, or economics is preferred and may substitute for one year of experience. (Required) Critical Knowledge And Skills Thorough knowledge of financial processes, policies and procedures. Thorough knowledge of financial data management and reporting systems. Skill in using reporting tools (such as Power BI) to produce accurate financial reports and dashboards usable by unit and campus leadership for timely decision-making. Strong proficiency in the use of spreadsheet and database software. Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, ability to multitask in a high-volume environment, organizational skills, effective verbal and written communication skills, sound judgment and decision-making; ability to develop original ideas to solve problems. Ability to function effectively as a member of a team. Ability to adapt to changing priorities. Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Leadership skills to provide guidance, coaching and mentoring to professional and support staff. (Preferred) Thorough knowledge and understanding of Oracle Financials and Smartview.
