Program Analyst

Summary The position is located within the Business Office, Clinical Support Section, and organizationally reports to the Manager Clinical Support. The incumbent ensures the financial health of the organization through standard performance in collecting insurance information as established by the Administrative Sail report. Responsibilities The incumbent works closely with Chief Business Office (CBO), managers, facility leaders and staff to ensure the financial health of the organization through standard performance (>90% capture rate in ICB) in collecting insurance information as established by the Administrative Sail report. Serves as subject matter expert for assigned systems and designated projects and manages assigned projects/initiatives on Patient Registration/BO's behalf. Responsible for the development, design, integration, synchronization, implementation and analysis of support systems for the Insurance Capture Buffer and VSSClCB system, and various other systems related to BO. Develops long-range support plans, goals, objectives, and milestones which have a critical effect on the lifecycle management of assigned systems.The duties will include but are not limited to: Exercises sound judgment in interpreting, applying, and synthesizing existing clinical and marketing guidelines. Applies the application of accepted principles method and guidelines of qualitative analysis, isolation problems and issues or resolving critical problems at the institutional level. Applies knowledge of statistical (mathematical) principles and computer literacy to the degree that the incumbent is able to retrieve data and provide appropriate reports. Develops, designs, integrates, synchronizes, implements and analyze support systems for the Insurance Capture Buffer and VSSClCB system, and various other systems related to the Business Office. Performs qualitative and quantitative analytical duties for the Medical Center, including computing data, reviewing reports, records and statistical computations for accuracy and propriety. Develops and implements ongoing workload monitors that reflect trends. Serves as subject matter expert for assigned systems and designated projects and manages assigned projects/initiatives. Applies a broad knowledge of pertinent VHA directives, policies, guidelines, and procedures is required. Incumbent must possess the skills necessary to apply this knowledge in the development of local policies and procedures as well as training programs for Medical Center staff. Preforms the collection, analysis and reporting of data from different organizational elements as well as different databases. Develops long-range support plans, goals, objectives, and milestones which have a critical effect on the lifecycle management of assigned systems. Controls the developing and ensuring implementation of action plans to address compliance issues as they correlate to insurance capture and associated metrics. Participates on committees, task forces, and process improvement teams when assigned. Coordinates meetings with Clinical Management on ICB reports and outcomes. Understands the complex workflow of various services and departments which are constantly changing as the incumbent's work will have a direct impact on those departments. Develops and conducts training for all locations for Medical Center staff. Ensures that the training is structured to meet needs of multiple interdisciplinary audiences. Works with clinicians and Clinical Application Coordinators to integrate theory into clinical and business practice patterns and policies. Communicates to train, deploy, support, and evaluate the clinic support process working with stakeholders on objectives and project accomplishments, determining informational interests of target audiences, and maintaining effective work relationships with affected or interested groups. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07: Specialized Experience: You must have one year of specialized experience (Under limited supervision) equivalent to at least the next lower grade, GS-05, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of and skill in automated data processing applications, e.g., desktop publishing, graphics, etc., to be able to design, establish, and operate in the operation of state-of-the-art personal computer equipment and must possess a sound working knowledge of word processing, electronic spreadsheets, data base computer applications, etc., to produce and maintain a variety of required reports and documents. Has knowledge of pertinent VHA directives, policies, guidelines, and procedures. Incumbent must possess the skills necessary to apply this knowledge to assist in the development of local policies and procedures as well as training programs for Medical Center staff. This position requires a comprehensive understanding of VHA medical benefits and a sound knowledge of the organization, structure (including service lines and departments), workload, funding, mission, and goals of the Department, the VISN and the Medical Center. The work involves the application of accepted principles method and guidelines of qualitative analysis, isolation problems and issues or resolving critical problems at the institutional level. Ability to use qualitative and/or quantitative methods to assess effectiveness and improvement of complex processes. Awareness and understanding of overall VHA, VISN, and Medical Center goals and objectives are critical to the successful accomplishment of the duties assigned to this position. Basic understanding of statistical (mathematical) principles and computer literacy to the degree that the incumbent is able to retrieve data and provide appropriate reports. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or Superior academic achievement that is directly related to the position (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond four years of college. Graduate and experience must equal 100 percent (TRANSCRIPTS REQUIRED) GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization.
