Deputy Director of Transportation Operations

Deputy Director of Transportation Operations (2601672) Position within the Texas Department of Transportation Houston District. The Deputy Director assists the Director in overseeing transportation operations across the district, providing leadership on traffic engineering, traffic systems construction and maintenance, TranStar operations, traffic safety, mobility, Intelligent Transportation Systems (ITS), incident management, and emergency response. Responsibilities Supervise technicians, engineers, and support staff in transportation engineering and related functional areas. Ensure compliance with applicable federal and state laws, policies, procedures, and standards. Act as consultant to staff engineers, coordinating construction operations. Liaise with divisions, MPOs, cities, counties, and other governmental entities regarding traffic management and safety projects. Advise staff engineers on design, planning, and execution matters. Assist area engineers with construction contract administration and negotiate contracts. Direct construction operations, reviewing shop drawings, ensuring regulatory compliance, and approving lettings. Prepare and deliver presentations and represent TxDOT at meetings and public forums. Meet with supervisors, law enforcement agencies, and city officials to discuss traffic problems and possible solutions. Monitor consultant progress and work quality; check invoices and associated documents; prepare supplemental agreements. Oversee Community Traffic Safety Programs, the District Highway Safety Plan, and Traffic Safety Office activities. Conduct traffic engineering studies to recommend solutions for high‑accident locations, traffic signal warranting, speed zone planning, and capacity/channelization analysis. Prepare correspondence and reports as required. Plan, assign, coordinate, and review work of professional, administrative, and technical employees. Perform other job responsibilities as assigned. Qualifications Education: Bachelor’s degree in engineering or related science; a higher degree accepted by TX PELS. Experience: Four (4) years in transportation engineering (full‑time or prorated part‑time); graduate education may be substituted at a 1:1 ratio. Supervisory: One (1) year of supervisory/managerial experience; project leader experience may substitute. License: Valid driver’s license; position requires driving a state vehicle. Professional Engineer: Licensed in another U.S. state. Must obtain a Texas professional engineering license within six (6) months of hire and sign an agreement. Physical Requirements and Working Conditions Subject to environmental conditions; limited protection from weather and temperature changes. Light work: lift up to 20 lbs. frequently lift or carry objects up to 10 lbs. Requires passing a drug test prior to employment; the position is subject to random drug testing.
