Senior Advisor – Program Specialist VII Location: Austin, TX Salary Range: $5,797.66 - $9,508.25 per month Closing Date: June 26, 2026 Brief Job Description The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services Division seeks a highly qualified senior‑level candidate for the role of Senior Advisor for the Deputy Director for Program Policy. The Senior Advisor performs advanced research, analysis, consultative services, editing deliverables for executives, and serves as the key coordination point for the Deputy Director by managing internal reviews of memorandum, legislative reports, and other critical deliverables. Essential Job Functions Manages and prioritizes correspondence to the Deputy Director, oversees assignment of work within Program Policy, and provides support to leadership regarding communication materials (30%). Assists the Deputy Director with daily operations and oversees program initiatives, prioritizes and tracks program initiatives, prepares high‑quality letters, memoranda, analyses, reports, and responses to stakeholder inquiries (30%). Leads development and implementation of complex program initiatives, manages special projects, develops work plans, and monitors progress; oversees compliance with policies and statutes (15%). Collaborates with other MCS organizational areas and other HHS divisions, acts as liaison to program staff and agencies, providing technical assistance and guidance (15%). Engages with community and professional groups, state agencies, legislative staff, managed care organizations, and public stakeholders to provide information, technical assistance, and resolve issues; provides oral presentations and written materials (5%). Performs other duties as assigned (5%). Knowledge, Skills, and Abilities Medicaid and CHIP, including managed care programs. Project management processes and tools. Federal laws, regulations, and processes regarding Medicaid and CHIP. The legislative process and legislation analysis. Program and project management. Research, policy analysis, and development. Leading teams and working with multiple stakeholders. Synthesizing complex concepts into clear, concise deliverables. Exceptional written and oral communication, public presentations, sophisticated reporting. Meeting facilitation and executive communication. Proficiency with MS Office and SharePoint/Teams. Work cooperatively in a fast‑paced, deadline‑oriented environment. Plan, organize, and manage work with attention to detail. Lead and build consensus among team members. Initial Screening Criteria Graduate from an accredited four‑year college or university (or six years of relevant work experience in health and human services). Three years of full‑time work experience in health and human services (a master’s degree may substitute for one year of experience). Experience developing and maintaining health policy. Experience preparing project or decision materials for leadership consideration. Experience developing formal correspondence, reports, or other documents on behalf of HHSC or similar leadership. Preferred Qualifications Experience working on Medicaid policy. Master’s degree.
