The scope of this position spans across MCS. This position is directly involved in addressing operational, administrative, policy, and legal aspects of the Medicaid and CHIP Services programs. This position carries forward the direction of the State Medicaid Director to assist MCS leadership and program staff in addressing complex issues. This position provides direction to MCS leadership and staff on behalf of the State Medicaid Director. Provides input regarding strategic priorities and evaluation of priorities. Identifies the need to address areas of concern that may be impeding success or to achieve programmatic goals. The ideal candidate will have a proven track record of working in partnership with other team members to drive strategy and results, embracing and solving specific challenges the organization faces, bringing fresh ideas to MCS, integrating mission and values into work practices, and leading in a fast-paced environment. The position will work under minimal supervision with extensive latitude for the use of initiative and independent judgment. Essential Job Functions Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (10%) Manages and coordinates strategic initiatives for the Medicaid and CHIP Services Division, including research, analysis, project management, decision-making, stakeholder engagement, communications, and the development of long-range and short-term plans. Supports staff leading strategic and court-driven initiatives by defining focus and scope, establishing priorities, monitoring progress, supporting communications across areas, and escalating items requiring executive-level decisions. (30%) Analyzes federal and state regulations and legislation, program data, budget data, forecasts, and external vendor data on a regular basis to determine appropriate operational or administrative direction, contractor compliance, and program compliance. Position reviews and approves documents on behalf of the State Medicaid Director for Medicaid and CHIP Services to include memoranda, audit management responses, contracted vendor audit or review findings and corrective actions, external communications, responses to legislative and media requests, legal actions, and reports. (20%) Provides input regarding strategic priorities and evaluation of priorities. Has a general awareness of major initiatives for the division and identifies interdependencies between projects as well as existing policy and processes. Reviews regular business reports and tracks completion of goals, including identifying the need to address areas of concern that may be impeding success to achieve programmatic goals. (20%) Supports the State Medicaid Director for Medicaid and CHIP Services; decisions made by this position directly reflect those of the State Medicaid Director. The scope of this position spans across the Medicaid and CHIP Services Division and works closely with staff at all levels within all areas of the agency. Decisions include communications to a variety of stakeholders and audiences. Attends meetings and represents the division with federal partners, legislators, and external stakeholders. (20%) Registrations, Licensure Requirements or Certifications N/A Knowledge, Skills, and Abilities Knowledge of Federal and state regulations, program data, budget data, forecasts, and external vendor data to determine appropriate operational or administrative direction, contractor compliance, and program compliance. Agency and MCS strategic priorities and the evaluation of priorities to provide staff direction and support decision making. Business and management principles involved in strategic planning, resource allocation, leadership techniques, and public administration and management. Skill in Establishing plans and setting objectives and goals that support an overall business strategy. Synthesizing complex information in an accessible manner. Producing high-quality written and verbal communication, including reviewing and approving content for memos routed to HHSC leadership, external communications to a variety of stakeholders and audiences, legislative correspondence, legislative reports, and federal, state, and internal audit responses. Preparing presentations and talking points for leadership for external speaking engagements or legislative testimony. Decision-making, including assessing risk, using sound judgment to inform recommendations to executive leadership, resolving conflict, and working quickly and collaboratively to solve complex problems. Ability to Manage high-complexity and high-priority cross-divisional projects. Exercise sound judgment in making independent decisions that directly reflect those of the State Medicaid Director regarding appropriate information to be shared in communications to a variety of stakeholders and audiences. Direct and organize program activities; establish program goals and objectives that support the strategic plan; identify problems, evaluate alternatives, and implement effective solutions; develop and evaluate policies and procedures; prepare reports; communicate effectively; and plan, assign, and supervise the work of others. Work across areas with a variety of staff and subject matter experts in a respectful way that fosters creative, solution-oriented thinking. Initial Screening Criteria Minimum of seven years of relevant government, consulting, health care, health policy, Medicaid, CHIP, or health and human services experience, including experience managing or directing a program, business function, strategic initiative, or cross-functional project relevant to the assignment. Experience must include at least two years working with senior or executive-level leadership. Related bachelor’s degree preferred. The educational requirement may be substituted for relevant work experience on a year for year basis. Examples of related degrees include, but are not limited to, social work, public policy, public health, business, law, government, public administration, health administration, or other health-related fields. Additional Information This position is posted from the minimum to maximum State Auditor's Office salary Range for a B27 position. However, the final salary offer will be determined based on applicant qualifications, HR policy, and available budget.
