Project Specialist (Assistant Project Manager)

We are seeking a Project Specialist (Assistant PM) to join our federal team supporting our client located at Fort Belvoir, VA.

Johnson Controls Federal Systems (JCFS) is a specialized team serving as a trusted partner to the federal government. We help modernize U.S. military installations, Department of Defense and other federal agency facilities to be smarter, more resilient, efficient, sustainable, and secure. Pay range: $90,000 - $110,000. Negotiable based on experience.

Vacation: 3 weeks of paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks in total) As a Project Specialist (Assistant PM), you will:
• Under general supervision from the Senior Project Manager, support the planning, execution, and control of HVAC maintenance and service projects across mechanical equipment and BAS systems throughout the base.
• Act as one of the primary leaders supporting daily activities and document generation/tracking on assigned projects.
• Evaluate the contractual scope of work and assist with preparing and approving submittals, technical responses to client RFQs/RFPs. Support communication of both technical and business issues to clients.
• Coordinate mechanical and electrical subcontractor activities, including scope alignment, scheduling, terms and conditions, and billing support. Work closely with the JCFS Procurement team to obtain vendor pricing and material availability.
• Manage the selection, ordering, scheduling, and delivery of project materials; assist in competitive bid processes when required.
• Prepare, organize, and deliver closeout documentation packages in accordance with contract requirements and JCFS standards.
• Collect submittals from subcontractors, verify completeness and accuracy, distribute to designers/clients for review, and maintain a detailed submittal log tracking submissions, approvals, and revisions.
• Coordinate and track site access for technicians, subcontractors, and visitors, ensuring compliance with base security protocols.
• Assist in creating, updating, and maintaining project schedules; monitor progress, key milestones, and potential risks to ensure alignment with project plans.
• Ensure technicians, mechanics, and subcontractors adhere to established installation, maintenance, and service standards. Provide detailed documentation describing services performed and completion criteria for customer communication.
• Support control technicians in device loading, verification, and commissioning activities. Validate full system functionality, assist in troubleshooting with subcontractors and other trades, and deliver accurate as-built and commissioning documentation.
• Assist in preparing accurate and timely project billings to the client.
• Monitor project financials by reviewing reports and schedules; proactively identify potential issues and communicate project status to management. Support monthly forecasting of revenue, costs, and gross margin.
• Ensure project document controls and all deliverables meet contractual requirements and JCFS standards.
• Develop and maintain strong long-term relationships with contractors, clients, consultants, and subcontractors. Regularly attend job progress meetings and actively support coordination across all project stakeholders. Required Qualifications:
• Direct management and/or experience leading trades related teams within the construction or maintenance industry; preferably with HVAC controls or building automation systems (BAS) projects
• Demonstrated verbal and written communication skills. Must have the ability to communicate technical material to a non-technical audience
• Proficiency with personal computer, Microsoft Office Suite (Word, Excel, PowerPoint, Project, etc.), and general Windows environment
• The ability to obtain and maintain required security badges and clearances. (This involves a background/character, criminal history, employment, and credit check.) Preferred Qualifications:
• Proficiency working with the submittal process
• Experience working with HVAC control systems with understanding of Building Automation Systems (BAS) concepts
• Experience reading and interpreting government contracts. Prior experience supporting military or government sites highly preferred
• Proficient in Project Management software and financial accounting systems. Experience working with Microsoft Project preferred Preferred Education:
• Bachelor’s Degree in Engineering, Construction Management, or a related field, or equivalent work-related experience
