Description The Project Manager II is a mid-level leadership role responsible for developing, managing, and executing the university's annual Capital Additions, Replacements, and Renewals (CARR) program as well as ongoing Capital Construction projects as needed. This position leads the strategic planning, prioritization, and implementation of annual CARR projects to reduce the campus's deferred maintenance backlog, with a strong emphasis on leveraging Facility Condition Index (FCI) data to guide future investment decisions. The Project Manager will coordinate across departments to align facilities renewal efforts with institutional priorities, manage project delivery, and ensure long-term stewardship of university assets through effective financial planning and project execution. Position type: Professional Staff. Employment status: Full Time. Campus: Portland, ME. Contract length: 12 months year‑round. Responsibilities Strategic Planning & Program Development Lead the development and annual update of the Capital Additions, Replacements, and Renewals (CARR) program in alignment with institutional goals, available funding, and campus infrastructure needs. Oversee and refine a multi‑year capital renewal strategy incorporating Facility Condition Index (FCI) and annual equipment replacement data. Collaborate with Facilities, Finance, and Campus Planning leadership to translate condition data into an actionable, prioritized, and fiscally responsible investment plan. Develop and maintain project scoring, ranking, and selection criteria to guide transparent decision‑making year to year. Project Execution & Management Manage the execution of all projects, ensuring quality, schedule, and budget adherence. Coordinate project scopes, budgets, schedules, and procurement with internal departments and external consultants or contractors. Track and report on project progress, expenditures, and key performance indicators to ensure timely and successful delivery. Leadership & Collaboration Supervise and mentor team members as needed to further spread and facilitate capital planning and data integration. Serve as the primary point of contact for deferred maintenance (FCI) initiatives while representing the university in meetings with consultants, contractors, and stakeholders. Facilitate cross‑departmental collaboration to ensure that all facilities improvements align with academic, research, and operational needs. Data & Systems Management Oversee the integration of facilities assessment data into the university's capital planning systems. Ensure data accuracy and completeness to support long‑term planning and compliance reporting. Partner with IT and Facilities Operations to improve tools and systems that track building conditions, project outcomes, and investment performance. Perform other related duties as assigned. Qualifications Bachelor's degree in construction management, engineering, architecture, or a related field, and at least seven years of experience in the management of institutional/commercial construction projects, along with an extensive knowledge of building codes, building systems operation, and design or an equivalent combination of experience, education, and training, in addition to professional certifications. Demonstrated experience managing large‑scale capital or deferred maintenance programs from planning through implementation. Vast knowledge of building systems and infrastructure. Strong analytical, budgeting, and strategic planning skills. Proficiency with capital planning and project management tools (e.g., Excel, PMIS, FMS, GIS, or IWMS platforms). Excellent written, verbal, and interpersonal communication skills. Benefits Overview Multiple health and dental plan options, plus vision coverage. Up to 8% retirement plan match. Generous leave time, including vacation, sick, and personal time, and 12+ holidays per year. Educational benefits: UNE tuition waiver for employees, spouses, and domestic partners EEO Statement Summary Consistent with federal and state law and University policy, the University of New England is committed to the fundamental concept of equal opportunity for all of the members of the University community.
