This position joins a dynamic and agile Human Resources Team comprised of 24 talented Labor Relations, Safety, Recruitment, Staffing, HRIS, Transactions, and Learning and Development professionals.

As a Transactions Technician, you will provide technical personnel support to the Human Resources Division staff and MNIT Services managers, supervisors and employees. To process, compile, and report all human resources transactions, and accurately maintain the associated databases. Also serves as resource by conducting new employee meetings, and overseeing the coordination, enrollment, and access to the fringe benefits available to MNIT employees.

This position requires an employee to be onsite at 600 Robert St N, St Paul, Minnesota at least 50% of the time. Employee is required to be in the office every Wednesday, with some opportunity to perform work from a telework location. Telework ( for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Minimum Qualifications

To qualify, candidates must clearly show all of the following qualifications in their resume. Resume tips available here ( :

Position requires a minimum of one (1) year of IT related experience performing a variety of HR support functions including human resource transactions, benefits and insurance administration.

• Use of HR systems (ex: PeopleSoft or equivalent).

• Knowledge of Employment law, rules, and regulations.

• Experience completing the I-9 Form, Employment Eligibility Verification and knowledge of acceptable documents.

• Math skills sufficient to add, subtract, multiply, divide, calculate percentages and use simple formulas.

• Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.

• Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

A Bachelor's degree in Human Resources may substitute for one year of experience.

Preferred Qualifications

• Experience with SEMA4 (PeopleSoft) personnel transactions processing

• Experience with DocuSign

• Experience, training or familiarity with Microsoft Suites Applications such as MS Word, Excel and PowerPoint.

• Knowledge of State personnel laws, rule, policies and procedures, and union contract provisions

• Experience providing benefits or insurance guidance
