General Description and Classification Standards:

Business Process Analyst II serves within the Office of Atlanta Information Management (OAIM/PMO) at the City of Atlanta's Department of Watershed Management (DWM). This mid-level analytical role is responsible for independently leading business analysis activities across a range of IT, operational, and infrastructure initiatives.

The Business Analyst II translates complex business needs into clear, actionable requirements; identifies process improvement opportunities; and supports data-driven decision-making across DWM divisions. This position works with moderate supervision and is expected to demonstrate a strong command of business analysis methodologies, stakeholder engagement, and systems thinking. Business Process Analyst II distinguishes itself from the Business Analyst I through greater independence, broader scope of assignments, and the ability to lead requirements efforts from initiation through implementation.

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties and Responsibilities:

• Lead requirements gathering sessions including interviews, workshops, focus groups, and observations with business and technical stakeholders
• Produce comprehensive business requirements documents (BRDs), functional specifications, use cases, user stories, and process narratives
• Develop and maintain requirements traceability matrices (RTMs) to link business needs to system and test requirements
• Assess and document current-state and future-state business processes using standard modeling techniques (BPMN, swimlane diagrams, flowcharts)
• Manage scope by identifying, documenting, and escalating requirements changes through the change control process
• Conduct gap analyses, root cause analyses, and feasibility assessments to identify process improvement opportunities
• Develop value stream maps, RACI charts, and standard operating procedures (SOPs) to support operational efficiency initiatives
• Benchmark existing processes against industry standards and best practices to inform recommendations
• Collaborate with IT and operational teams to design and validate improved workflows and system configurations
• Support change management efforts including communication planning, stakeholder readiness assessments, and training coordination
• Analyze operational and project data to identify trends, gaps, and improvement opportunities
• Develop dashboards, reports, and data visualizations to support leadership decision-making
• Define and monitor key performance indicators (KPIs) and success metrics in alignment with DWM strategic goals
• Ensure data integrity and accuracy in all analytical deliverables
• Leverage tools such as Microsoft Excel, Power BI, SharePoint, and Oracle to extract and present data insights
• Build and maintain effective relationships with business owners, IT staff, vendors, and executive stakeholders
• Prepare and deliver presentations, status updates, and recommendations to diverse audiences including PMO leadership
• Facilitate meetings, document decisions and action items, and follow up to ensure timely resolution
• Develop and maintain stakeholder registers, communication plans, and engagement strategies
• Partner with Project Managers to support project planning, scheduling, risk identification, and status reporting
• Provide business analysis support across multiple concurrent projects within the OAIM/PMO portfolio
• Maintain project documentation in Monday.com, SharePoint, and other designated PMO platforms
• Support UAT (User Acceptance Testing) planning, execution, and defect resolution tracking
• Contribute to post-implementation reviews and lessons-learned documentation
• Adhere to PMO intake processes, IT governance standards, and City of Atlanta policies
• Support audit readiness and compliance activities by maintaining accurate and complete records
• Contribute to the continuous improvement of BA standards, templates, and best practices within the PMO
• May perform other duties as assigned.

Knowledge Skills and Abilities:

• Thorough knowledge of business analysis methodologies, frameworks, and best practices (BABOK, PMI-PBA)
• Working knowledge of project management lifecycle phases and PMI standards
• Familiarity with Agile, Waterfall, and Hybrid delivery methodologies
• Understanding of ITIL service management principles and IT governance frameworks
• Knowledge of government operations, public sector procurement, and compliance requirements
• Understanding of data management principles and basic database concepts
• Advanced proficiency in Microsoft 365 suite (Teams, SharePoint, Excel, Visio, Word, PowerPoint)
• Proficiency in Monday.com or comparable project management platforms
• Skill in process modeling tools (Visio, Lucidchart, or equivalent)
• Strong written and verbal communication and facilitation skills
• Ability to develop clear, professional documentation tailored to technical and non-technical audiences
• Data analysis and reporting skills; experience with Power BI or similar tools preferred
• Ability to independently manage complex, multi-stakeholder requirements processes
• Ability to think critically and synthesize large volumes of information into clear, actionable deliverables
• Ability to prioritize competing demands and manage multiple assignments simultaneously
• Ability to build collaborative relationships and navigate organizational complexity
• Ability to exercise sound judgment and maintain confidentiality in sensitive situations
• Ability to adapt quickly to evolving technologies, processes, and organizational priorities.

Minimum Qualifications:

Education and Experience - Associate's Degree in Business Administration or a related field, (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of four (4) years of professional related experience) and

two (2) years of Information Systems experience analyzing and redesigning business processes, and providing business requirements to technical teams.

Licensures and Certifications – None.

Preferred Requirements Bachelor’s Degree in Business Administration or related field preferred. Six Sigma highly preferred.

Work Environment:

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job. This position operates in a professional office environment. The employee may be required to remain stationary for extended periods while working at a computer workstation, travel occasionally between DWM facilities and City of Atlanta office locations, attend in-person, hybrid, or virtual meetings via Microsoft Teams, work outside of standard business hours during critical project phases, system deployments, or incidents

Lifting Requirements:

Sedentary work : Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Light work : Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
