Agency Dept of Health and Human Services Division Health Benefits Job Classification Title Human Services Planner/Evaluator I (S) Position Number (not specified) Grade NC14 Description Of Work This is a part‑time temporary position and there are no leave or retirement benefits offered with this position. This position will provide support to the Quality and Evaluation sections of the Division of Health Benefits (DHB). The Survey Analyst will be responsible for ensuring consistent, high‑quality survey design and support across the organization. Job Specific Responsibilities Develop effective surveys, reporting templates, and other data collection processes. Provide meaningful qualitative and quantitative analysis of the impact of quality metrics for performance improvement. Perform comprehensive process monitoring to oversee and adjust programs and policies. Develop high‑quality, public‑facing, internal presentations, reports, and dashboards. Serve as a liaison to quality management, population health, and other DHB units related to the monitoring and evaluation of quality measures and performance improvement. Hourly Rate $26.00 to $32.00 per hour. (Based on education and/or years of relevant work experience reflected on the application.) Management Preferences Strong understanding of program monitoring and evaluation. Ability to interpret complex data, data sets, and other information and to identify and communicate trends and probable outcomes. Demonstrated experience developing and implementing user‑friendly and comprehensive dashboards and/or reports. Knowledge of national and standard health and quality of care measures (NCQA‑HEDIS and others) and ability to effectively identify and present trends to senior leadership. Demonstrated skill in creating and maintaining collaborative working relationships with a variety of stakeholders with different areas of expertise. Minimum Education And Experience Bachelor’s degree in psychology, sociology, social work, or a human service programmatic field from an appropriately accredited institution; or Bachelor’s degree from an appropriately accredited institution and two years of program evaluation or consultative experience in human service programs; or an equivalent combination of education and experience.
