Job Title: Associate General Counsel, Litigation Location: Atlanta, GA – 200 Piedmont Avenue SE, Atlanta, GA 30334.Shift: Day (United States of America).Compensation: Based on education and experience.Hybrid – 2 to 3 days per week in office with statewide travel for trainings and hearings.Job Summary Provides analysis and recommendations on legal issues within the agency's scope and acts as liaison or representative between the agency and the Department of Law.Job Responsibilities & Performance Standards Represents the agency in administrative hearings or as a client to the Department of LawCoordinates and implements due process procedures and procedures for appealsDevelops, oversees, and implements administrative processes designed to maintain and monitor legal compliance of department processesImplements administrative processes to maintain and monitor the legal compliance of departmental processes and activitiesParticipates in the preparation and coordination of cases prior to and during court trials and administrative hearingsParticipates in the implementation of settlements, agreements, and/or legal judgments within approved guidelinesIdentifies and resolves, or assists in resolving, legal problemsProvides analysis, answers, or recommendations regarding legal liability and/or risk‑management issuesDrafts amendments to existing contracts and standardized letters and notices related to administrative legal proceduresProvides legal services such as writing articles and drafting new or amended legislation or regulationsPrepares grant and contract proposals, and administers contracts with funding agenciesProvides research and analysis of legal, policy, and environmental issuesActs as a resource to answer questions and evaluates the status of reimbursements or recoupmentsReviews investigative reports and identifies areas that require further investigationOther duties as assignedQualifications Experience in healthcare compliance, privacy and security program management; or equivalent combination of education and experience that provides the knowledge, skills, and abilities to perform the duties described in this job announcementDemonstrated knowledge of compliance, privacy and security requirements at the federal, state, and local levelsDemonstrated skill investigating, evaluating facts and circumstances of an incident, and developing a course of action necessary to resolve issuesDemonstrated ability to maintain confidentiality of all sensitive materials and information; promote ethical conduct and compliance across the departmentDemonstrated exceptional customer service and the ability to collaborate with internal and external partnersExcellent interpersonal skillsExcellent oral and written communication skills including presentation and facilitationExperience utilizing and analyzing data to generate reports for presentationsDemonstrated ability to deliver quality work independentlyProficiency in Microsoft Office applicationsSample Technical Competencies Knowledge of statutes, court decisions, state and federal laws and regulations and departmental policyAbility to perform research and analysisAbility to draft legal instruments, contracts, proposed legislation and legal opinionsAbility to analyze, appraise and organize facts and present such materials in clear and logical form for oral and written presentationAbility to determine compliance with rules and regulationsPreferred Qualifications Related administrative appeal hearings experienceExperience with employment law, health law, developmental disabilities law or behavioral health lawTop 1/3 of graduating class; excellent writing and oral communication skillsBenefits Benefits information is available at Requirements Drug ScreeningTB EvaluationAnnual Influenza vaccination (exemptions may be granted for documented medical contraindications or religious beliefs)Equal Employment Opportunity DBHDD is an Equal Opportunity Employer.
