Your Specific Responsibilities:

This is a highly responsible and independent nursing leadership position at the Escambia County Health Department (Escambia CHD), requiring specific high-level leadership competencies, behaviors, knowledge, skills, and abilities. The position performs a wide range of duties under the limited supervision of the Health Medical Executive Director. Responsible for the supervision of staff Including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. Manage, coordinate, supervise, lead, and direct assigned programs and staff in the Clinical and Community Health (CACH) Nursing Division. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. Responsible for all management duties, including budget, programming, contractual, financial, revenue management, activities coding and certification, quality improvement (QI), strategic planning, service quality, and employee and customer satisfaction of the assigned programs. This position leads by example, exemplifying the Values and Work Expectations required by the Escambia CHD. Travel may be required.

Leads and Directs the Assigned Clinical and Community Health Services Programs – Communicates and leads effectively, collaboratively, with a clear and compelling vision of assigned program services, and a strategic plan in line with the Escambia CHD and the Department of Health (DOH). Updates clinical programs and develops operational protocols. Monitors, coordinates, and optimizes Clinical Services activities, processes, resource utilization, goals, customers, and outcomes. Understands threats/opportunities posed by the Affordable Care Act (ACA) and develops clinical models to fit within expected reimbursement. Assesses community public health, to inform Clinical Services activities. Continually re-evaluates the need for continued provision of traditional services. Evaluates effectiveness of program activities, and implements changes as indicated. Sets quality care standards for clinical services and ensures compliance with established levels. Participates in Public Health Accreditation Board (PHAB) accreditation for the Escambia CHD. Acts as a preceptor to students within time constraints. Leads Clinical Services QI activities and acts to continually improve practices. Develops and monitors QI Standard Operating Procedures (SOP). This includes implementation, staff training, monitoring, reporting, and improvement. Monthly records reviews should reveal 95% completeness and accuracy of records using at a minimum the Medicaid and Title X audit tools. Ensure 100% compliance with procedural, budgetary, and reporting requirements, including but not limited to Title X, Hepatitis, Family Planning, Immunizations, Refugee, Pharmacy, and all other programs assigned with such requirements.

Meets with the Health Medical Executive Director biweekly to update and exchange information. Ensures the Health Medical Executive Director is aware of existing and potentially negative issues, as well as proposed solutions, before problems develop. Supervises Clinical Services personnel collaboratively, optimizing the use and development of Clinical Services leaders and workers, for innovative, responsive, positive, effective, accountable, quality, and efficient work within the programs. Communicates clinical services outcome data with employees on a regular basis, especially as relates to efficiency and effectiveness. Assures regular program meetings. Assures equitable work conditions, eliminating redundancy of work. Assures professional qualification, licensure, and professional development of program employees. Assures efficient, complete, and accurate system of accounting for work within the program. Provides orientation and oversight to all students, employees, and others visiting/working with the programs. Recruits and retain top quality program personnel. Ensures documented employee training programs for all staff in purview in polices, programs, procedures, and evidence-based practices. Ensures training is implemented and takes disciplinary measures as needed for poor performance or lack of compliance with employee expectations. Holds staff accountable. Ensures full utilization of electronic health records and meaningful use compliance. Ensures 100% of staff licenses and certificates are up to date.

Supports and works with others to accomplish the Escambia CHD and DOH goals. Represents Clinical Services input in the Escambia CHD planning and policy development. Assures complete communication to and from Clinical Services and the Health Medical Executive Director. Integrate activities wherever possible with other Escambia CHD programs. Serves on Escambia CHD committees, workgroups, and projects, as assigned. Serves as member of the Escambia CHD quality improvement program.

Direct, manage, and optimize Clinical Services Budgets -- Participates in the Escambia CHD budget process in a collaborative and positive manner. Develops, implements, monitors, and controls the Clinical Services Programs annual and monthly budgets and assures cost-effective operation of Clinical Services. Assists in seeking and developing other funding sources as appropriate, in line with the Escambia CHD strategic objectives. Manages grant/revenue streams to ensure 100% compliance with requirements, and timely reporting.

Clinical Services Representative - Acts as Clinical Services liaison with other Escambia CHD programs and appropriate DOH program offices, providing timely and accurate responses and reports as required. Assures successful investigation, resolution, reporting and tracking of complaints regarding Clinical Services services/programs. Assists in development/ implementation of positive public relations activities and materials, including customer satisfaction surveys. Coordinates outreach activities for programs. Coordinates implementation of Clinical Laboratory Improvement Amendments (CLIA) guidelines for laboratory services on a routine basis and ensures 100% timeliness on CLIA license renewal.

Professional Efficacy - Continually updates and improves own clinical services, management, and leadership knowledge and skills according to current and upcoming standards of practice, and professional development plan. Reviews current literature to remain current with the rapidly changing field of public health clinical services management. Demonstrates effective oral and written communication skills in daily work. Use electronic, telephonic, and in-person communication effectively, including the electronic calendar and calculation tools.

Information custodian : Assures compliance with current Escambia CHD security policies by fulfilling the Information custodian responsibilities described in Security Policy 3, areas of responsibilities. Ensures that data set(s) under this position’s responsibility are available to those who need to know, protects the integrity of assigned data set(s) and assists the Security Coordinator as needed to comply with policies and procedures.

Other duties : Plays a leadership role in disaster planning and response. Will perform other duties as required.

Qualifications:

Minimum Qualifications:

A valid Florida driver’s license

License per Florida Statute 464. Licensure as a Registered Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27 or possess a nursing multistate license through the Nurse Licensure Compact.

Associates or higher in nursing

Must have 1-3 years of verifiable supervisory experience.

Minimum of 3-5 years nursing experience in clinical health setting.

Preferred Qualifications:

Experience working in public health.

Bachelor’s or higher in nursing
