There is currently one (1) vacancy in Health, Housing and Homeless (H3) located in Concord, CA. Incumbents may be required to occasionally travel to different locations throughout Contra Costa County. Health, Housing & Homeless Services (H3) leads the County’s systemwide response to homelessness, including administration of the Continuum of Care (CoC) program and the County’s Homeless Information Management System (HMIS). Additionally, this program has oversight of emergency shelter programs, transitional housing, rapid rehousing, supportive housing, California Advancing and Innovating Medi-Cal (CalAIM) services. Under general direction, the Continuum of Care (CoC) Administrator is responsible for the overall administration of Contra Costa’s homeless Continuum of Care (Richmond/Contra Costa CA-505). The Administrator will manage the planning, coordination, and implementation of community-wide efforts towards preventing and ending homelessness as outlined in Contra Costa County’s strategic plan and as identified in the annual Continuum of Care’s workplan. The CoC Administrator partner closely and work alongside governmental and non-governmental leadership, local, state, and national advocacy groups, homeless service providers, and the Contra Costa Council on Homelessness to support data driven decision making on policies and practices to address homelessness and ensure the effective coordination of homeless services throughout the Continuum of Care. What you will typically be responsible for: Program planning, organizing, directing the overall administration and management of corresponding programs. Oversight of training, supervision of program managers and supervisors. Regulatory compliance oversight: Ensuring the organization meets all federal, state, and local funding requirements (e.g., Continuum of Care), and preparing for audits or surveys. Incident reporting and investigation: Managing the system for responding to participant complaints and safety events, leading root-cause analyses, and driving corrective action plans. Data analysis and performance improvement: Tracking performance metrics, identifying trends, and partnering with service providers to reduce barriers and improve outcomes. Build and strengthen relationships with local government, non-profit homeless service providers, and other community stakeholders to ensure a strong, effective safety net of housing and services for people experiencing homelessness Ensure program and system compliance with all regulations and best practices, by performing and/or supervising the work of staff and consultants to track, analyze, and share policy information. Education: Possession of a baccalaureate degree from an accredited college or university with a major in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field. Substitution for the required degree: Successful completion of at least 60 semester or 90 quarter units from an accredited college or university which included courses in English Composition, Social Science, Behavioral Science and mathematics transferable to the California State University System for credit, and two (2) years of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program. Substitution for the required academic major: Either one (1) year of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program, or possession of a Master's degree in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field may be substituted for the academic major. Experience: Level C: At least 36 months full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program is required. Substitution (Levels B and C): Possession of a Master's degree in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field may be substituted for one (1) year of the required experience. Desirable Qualifications: Experience administering or receiving funding from state and federal programs supporting programs for people experiencing homelessness (e.g., Continuum of Care) Experience developing reports and presentations communicating complex data analysis with actionable recommendations.
