SUMMARY
The Time and Leave Specialist manages TSD’s time and leave processes, providing leadership and guidance to TSD timekeepers and managers in all areas of time and leave, ensuring compliance with relevant laws and rules. Monitors and analyses staff entry into the CAPPS timekeeping system, providing support as needed. This position serves as a key member of the Time and Labor group within TSD’s HR, ensuring successful completion of payroll. Works under general supervision, with moderate latitude in the use of initiative and independent judgment.ESSENTIAL FUNCTIONS
Serves as the primary point of contact for all managers and agency timekeepers for TSD’s time and leave program, mentoring as needed to ensure use of best practices Addresses employee and manager time and leave questions, providing accurate information and maintaining confidentiality Identifies employees with Leave Without Pay or Overtime and notifies the Payroll Coordinator Reviews and analyzes time and leave reports from the CAPPS system daily, analyzing data and making corrections as needed to ensure accuracy of records. Collects timesheets for extracurricular assignments when needed; timely and accurately entering the information into the CAPPS system Develops, and delivers comprehensive time and leave training to managers and staff Compiles, audits, maintains and reconciles employee leave records, producing accurate reports as requested or needed Stays current on State and Federal laws and regulations related to responsibilities Ensures TSD policies and procedures related to Time and Leave remain current Processes fiscal year end rollover for leave accounting Coordinates, plans and executes special projects as needed Performs other duties as assigned Salary and Payroll Administration Works in coordination with the Payroll Coordinator and Specialist to process and complete agency payroll activities Together with the Payroll Coordinator and Payroll Specialist, creates, tracks, reconciles and enters personnel actions Processes corrections to existing data as needed Prepares and processes adjustments as needed Administration of Specialty Leaves Manages leave pools, including but not limited to, Sick and Family Leave Pools. Processes requests for specialty leave, including calculation and notification of awards, and maintenance of employee records in CAPPS (awards, use and contributions) Works with the Benefit’s Coordinator to ensure compliance and accuracy of requests and use Maintains specialty leave records in accordance with TSD’s Record Retention Schedule Monitors pool balances and disseminates requests for contributions when needed Manages requests for special leave categories such as bereavement and administrative leave, including ensuring appropriate approval and entry Substitute Employees Manages TSD’s time and leave processes for Substitute employees Monitors substitute employee time, proposing termination of individuals who do not meet minimum required hours Develops and maintains Substitute employee pay Summer Activities Provides Time and Leave support for summer programs Works with other members of the HR team to prepare for and successfully complete summer program activitiesNON-ESSENTIAL FUNCTIONS
Prepares Letter of Authorization (LOA) for Data Changes as need Maintains Standard Operating Procedure for Time and Leave Position Provides backup support for other HR functions as needed Participate in system testing and implementation of new and updated HR systemsREQUIRED QUALIFICATIONS
High School Graduate Two years’ experience in time and leave management, preferably in a CAPPS environment. May be substituted with 60 hours of college credit in human resources management or a related field. Experience and education may be substituted for one another. Experience using Microsoft Office (Word, Excel, PowerPoint) Experience providing customer service Sign Language: The ultimate required proficiency level for the position using the levels designated in the Signed Communication Proficiency Interview (SCPI) is SURVIVAL PLUS. If hired with a sign language proficiency level below this level, you are required to participate in signed communication learning opportunities on a regular basis until you have achieved the sign language proficiency level assigned to your position.DESIRABLE QUALIFICATIONS
Bachelor’s degree or higher from an accredited college or university with a degree in Human Resources or a related field Experience working in the time and leave function of a Texas State agency, State university or school district Experience using USAS, USPS, SPRS, or CAPPS Experience using Macintosh computers Experience performing data entry Experience developing spreadsheets and reports HR Certification through SHRM or the Human Resources Certification InstituteKNOWLEDGE, SKILLS AND ABILITIES/ATTRIBUTES
Federal and state labor laws: In-depth knowledge of regulations such as the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), Fair Labor Standards Act (FLSA), and state-specific leave laws. Agency policies: Expertise in internal policies and procedures for all types of leave, paid time off (PTO), sick leave, and holidays. Timekeeping and payroll systems: Familiarity with HRIS and timekeeping software, such as ADP, Workday, or Kronos, as well as the intersection of leave and payroll processing. Benefit programs: A solid understanding of employee benefits related to leave, including short-term and long-term disability, workers' compensation, and retirement plans. Compliance best practices: Knowledge of the processes and documentation required to maintain compliance with federal and state regulations, minimizing risk for the organization Administrative and organizational skills: The ability to manage a high volume of complex cases, maintain meticulous records, and track leave usage accurately for a large number of employees. Analytical skills: Ability to interpret complex regulations and apply them to individual employee situations, resolve discrepancies, and analyze data to provide reports and recommendations. Problem-solving: Aptitude for addressing and resolving complex, non-routine leave or timekeeping issues that may arise with employees or management. Communication: Exceptional verbal and written communication skills to clearly explain complex policies and processes to employees and managers and to draft formal correspondence. Confidentiality: The ability to handle sensitive and confidential employee information, including medical and personal data, with a high degree of discretion and integrity. Time management: Proven ability to manage competing deadlines and prioritize tasks effectively in a fast-paced, high-volume environment. Customer service: A strong, empathetic, and professional customer service orientation when addressing employee inquiries or concerns, especially during challenging personal situations. Interpret and apply legal and agency guidelines: The ability to serve as a subject matter expert, interpreting and applying complex guidelines to ensure legal compliance and fairness. Effectively manage the leave process: The capacity to handle the entire leave administration lifecycle, from initial request and eligibility determination to managing return-to-work procedures. Build collaborative relationships: The ability to work effectively, with cross-functional teams, including HR business partners, managers, payroll, and external vendors. Conduct investigations: The capacity to investigate potential misuse of leave or other discrepancies, ensuring the integrity of the leave program. Train and educate others: The ability to provide training and education to employees and management on leave policies and procedures. Adapt to change: The aptitude to stay current with ever-changing federal, state, and local laws and to adapt agency processes accordingly.SUPERVISOR
