Summary

The Manager of Cargo Security reports directly to the Senior Manager of Security. The role serves as the primary Cargo Security subject matter expert and is responsible for the administration and management of Transportation Security Administration Full All-Cargo Aircraft Operator Standard Security Program, Aircraft Operator Standard Security Program, applicable Security Directives, 49 CFR Part 1540, and U.S. Customs and Border Protection federal regulations (including Host Government Cargo programs as applicable) covering cargo security acceptance, screening, vetting and transport requirements/programs.

• The Manager of Cargo Security manages tactical day-to-day cargo security programs, communicates program changes and engages federal officials (TSA, CBP or Host Governments) to ensure Allegiant Air operations are fully supported

• Monitors proposed and enacted regulatory changes, evaluates operational impact, and coordinates implementation across affected business units

• Completes internal reviews, regular and ad-hoc security audits, outreach visits, evaluates adequacy of cargo security processes and identifies issues (system wide and one-offs)

• Conducts investigations, provides subject matter expertise, and assists in preparing formal responses to allegations of company security violations asserted by government agencies.Represents company interests at civil hearings.

• Conducts root cause and risk analysis of infractions and assists in formulating corrective action plans and responses to allegations of company security violations asserted by internal audits or government agencies.

• Develops cargo security performance metrics and routinely monitors trends, audit results, corrective actions, and compliance indicators to identify areas requiring intervention

• Oversees security compliance of regulated agents, cargo service providers, vendors, and other contracted entities involved in cargo acceptance, screening, handling, storage, or transportation

• The Manager of Cargo Security partners with Allegiant Air operational stakeholders (Cargo, Stations/Ground Ops, Training, Safety, Legal, etc.as well as the industry partners to ensure cargo security requirements are translated into sustainable procedures, controls, training, and corrective actions.

Minimum five (5) years of aviation experience, including at least two (2) years supporting 14 CFR Part 121 air carrier security, cargo security, or TSA-regulated security programs.

• Air carrier cargo security program administration experience

• Experience managing TSA inspections, Letters of Investigation, Civil Penalty actions, or corrective action programs

• Demonstrated ability to lead cross-functional initiatives and influence stakeholders without direct authority

• Working knowledge of 49 CFR Part 1540, applicable CBP and TSA-approved aircraft operator security program requirements, Security Directives, Emergency Amendments, and other cargo security requirements.

• Demonstrated experience interpreting regulatory requirements and converting them into policies, procedures, controls, training, and operational guidance.

• Knowledge of cargo acceptance, screening, chain-of-custody, access control, recordkeeping, and regulated-party oversight principles applicable to air carrier cargo operations.

• Experience planning, conducting, documenting, and following up on compliance or quality assurance audits.

• Ability to serve as a professional liaison with TSA and CBP and to support inspections, inquiries, corrective actions, and regulatory submissions.

• Demonstrated ability to develop and deliver role-based training and to evaluate training effectiveness.

• Strong written and verbal communication, analytical, project management, and stakeholder-management skills.

• Ability to continuously analyze data and trends related to Cargo security performance to identify deficiencies.

• Ability to appropriately protect Sensitive Security Information and other confidential or restricted information.

• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and SharePoint.

Preferred Requirements

• Experience managing cargo security requirements for a TSA-regulated 14 CFR Part 121 passenger air carrier.

• Experience interacting directly with TSA Principal Security Inspectors or other federal aviation security officials.

• Experience developing or revising cargo security training, job aids, manuals, or controlled procedures.

• Experience leading cargo security audits, station reviews, vendor assessments, corrective action plans, or compliance validation activities.

• Knowledge of indirect air carrier, certified cargo screening, international cargo, mail, dangerous goods, or supply-chain security interfaces.

• Relevant aviation security, audit, training, or project management certification.

Job Duties

• Manage and provide day-to-day oversight of Allegiant’s cargo security compliance program in support of 14 CFR Part 121 operations and applicable TSA requirements.

• Serve as the Cargo Security subject matter expert and primary business liaison with TSA for cargo security inspections, inquiries, program changes, compliance matters, and required follow-up.

• Monitor and ingest applicable laws, regulations, Security Directives, Emergency Amendments, TSA program changes, interpretations, and industry security updates; assess operational impact and coordinate timely implementation.

• Maintain a structured regulatory change-management process, including impact assessments, implementation plans, stakeholder communications, and document updates.

• Develop, revise, and maintain cargo security policies, procedures, manuals, standards, job aids, and controls consistent with the TSA-approved security program and company document-control requirements.

• Partner with Training and operational stakeholders to design, develop, obtain required approvals for, deliver, and maintain initial and recurrent cargo security training for employees, contractors, and other covered personnel.

• Develop and execute a risk-based cargo security audit and inspection plan covering stations, facilities, processes, records, training, vendors, and other regulated or contracted activities.

• Conduct and document security specific audits and assessments; clearly communicate findings, assign or coordinate corrective actions, validate effectiveness, and track items through closure.

• Support TSA inspections and investigations by coordinating records, subject matter experts, responses, corrective actions, and sustainable resolution of identified concerns.

• Maintain cargo security compliance records, audit workpapers, regulatory correspondence, training evidence, metrics, and management reports in accordance with applicable retention and information protection requirements.

• Develop performance indicators and trend analyses for cargo security compliance, training, audit findings, corrective actions, and recurring risk themes; brief leadership on significant issues and program health.

• Coordinate with Cargo, Airport Operations, Security Operations, Safety, Compliance, Training, Legal, Procurement, Information Technology, and other stakeholders to integrate cargo security requirements into business processes.

• Provide guidance and constructive compliance feedback to operational leaders and frontline teams in a manner that promotes accountability, partnership, and continuous improvement.

• Represent Allegiant in relevant government and industry cargo security forums, as assigned, and communicate emerging issues and recommended actions to stakeholders.

• Model Allegiant’s customer service standards in personal actions and when providing leadership direction.

• Perform other duties as assigned.
