Work Location: Chandler, AZ (onsite) Project Overview Advanced semiconductor fabrication facility located in Chandler, Arizona. The M&T team is responsible for delivering the engineering, procurement, and construction scope required to complete and finish out this leading-edge chip manufacturing facility. The project represents a highly complex and demanding construction environment where precision, cleanliness, schedule certainty, and coordination among thousands of craft and professional personnel are critical to success. The project supports the continued expansion of domestic semiconductor manufacturing capacity, strengthening the technology supply chain while creating significant opportunities for the Arizona workforce. Position Summary As a Senior Commissioning & Start-Up Manager , you will be a key member of the team responsible for delivering Commissioning, Start-Up, and Turnover (CSU) services and leading the critical transition of the fabrication facility from construction through operational readiness and full-scale manufacturing. The Senior CSU Manager is responsible for the overall planning, coordination, leadership, and execution of commissioning and system start-up activities associated with the base-build scope of a semiconductor fabrication facility. This position ensures that building systems, infrastructure, and utilities are commissioned in accordance with design intent, operational requirements, performance criteria, and readiness milestones to support process tool installation and manufacturing operations. From project inception through turnover, the Senior Commissioning & Start-Up Manager will work closely with Project Controls, Construction, Engineering, Operations, and the Client to integrate commissioning requirements into the overall project execution strategy and master schedule. This includes aligning construction sequencing, system completion, commissioning activities, phased turnover, and start-up requirements to achieve a safe, efficient, and predictable transition to operations. Major Responsibilities Develop and implement the overall commissioning and start-up execution strategy, including sequencing, system turnover, and readiness plans. Define commissioning scope and integrate CSU requirements into the overall project execution plan. Establish phased cleanroom readiness strategies to support progressive process tool installation and manufacturing readiness. Develop commissioning milestones, readiness criteria, turnover requirements, and acceptance strategies. Establish clear interfaces and responsibilities between construction, commissioning, engineering, operations, and the client. Scheduling & Project Integration Partner with Project Controls and Scheduling to integrate construction, pre-commissioning, commissioning, and start-up activities into the master project schedule. Identify, track, and manage system interdependencies that may affect commissioning and start-up sequences. Establish and drive readiness milestones, turnover gates, and system completion requirements. Monitor schedule progress and proactively identify risks, constraints, and opportunities that could impact commissioning or start-up. Ensure commissioning activities are appropriately sequenced with construction completion and system availability. Lead the execution of system commissioning, start-up, functional testing, performance verification, and operational readiness activities. Oversee the development, review, and execution of test plans, commissioning procedures, and validation protocols. Coordinate commissioning activities across HVAC, process utilities, electrical systems, controls, and other critical facility systems. Lead troubleshooting and resolution of system deficiencies, including turndown, stability, performance, and initial-load challenges. Coordinate with client stakeholders to establish and maintain alignment on commissioning objectives, performance requirements, acceptance criteria, and turnover expectations. Provide clear and timely communication regarding project status, commissioning progress, risks, issues, and mitigation strategies to project leadership. Drive system completion, documentation, punch-list resolution, and turnover activities through final acceptance. Ensure facility systems achieve the required level of operational readiness to support manufacturing and process tool integration. Support facility ramp-up, stabilization, optimization, and transition to sustained operations. Project Controls, Documentation & Coordination Review and scope project drawings to identify commissioning requirements, system boundaries, interfaces, and turnover considerations. Develop and maintain the project RASCI matrix to clearly define roles, responsibilities, and accountabilities. Support reviews of performance curves, key metrics, trackers, dashboards, and feedback to identify trends and drive continuous improvement. Ensure commissioning documentation, test records, system completion documentation, and turnover packages are complete and accurate. Coordinate effectively across engineering, construction, commissioning, operations, and client organizations to resolve issues and maintain project objectives. Education & Experience Requirements Bachelor's degree in Mechanical Engineering, Electrical Engineering, Chemical Engineering, Construction Management , or a related discipline. Minimum of 15 years of relevant engineering experience or 20 years of experience in high-tech construction, semiconductor manufacturing, cleanroom environments, or mission-critical facility commissioning. Significant experience leading commissioning and start-up activities for large-scale semiconductor, advanced manufacturing, or other high-technology facilities. Required Knowledge & Skills Proven leadership experience commissioning and starting up large-scale semiconductor or high-tech manufacturing facilities. Extensive technical knowledge of semiconductor fabrication facility systems, including: HVAC and environmental control systems Process utilities Electrical distribution and infrastructure Controls and automation systems Critical facility systems Strong understanding of semiconductor industry standards, cleanroom requirements, and commissioning best practices. Demonstrated expertise in integrated scheduling, system completion, turnover, commissioning, and start-up planning. Strong understanding of cleanroom environments and the requirements associated with maintaining controlled manufacturing conditions. Knowledge of applicable ASHRAE guidelines and standards . Ability to identify and understand the owner's operational goals, needs, and expectations for facility performance and functionality. Ability to clearly define and manage Commissioning & Start-Up (CSU) responsibilities across project stakeholders. Excellent communication, coordination, and stakeholder-management skills, with the ability to work effectively with engineering, construction, operations, and client teams. Demonstrated leadership and supervisory capabilities, including mentoring, coaching, delegation, and accountability. Experience leading or managing a Construction Automation Team or similar technology-focused project team is highly desirable. Strong analytical and problem-solving skills with the ability to evaluate system performance, identify trends, and implement effective corrective actions.
