The California Department of Corrections Rehabilitation (CDCR) Headquarters has implemented a new automated system to streamline the hiring process. The Human Resources Technology System (HRTS) is an intuitive, user-friendly system that provides the applicant access to real-time updates throughout the hiring process. HRTS will require new candidates to set up an account, which allows them to track their application's progress. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
a. Demonstrated quality and breadth of knowledge of general (e.g. GAAP, GASB) and governmental accounting principles and theories, of business law, of various control agencies, and legislation, statutes, government codes and regulations relating to accounting. b. Broad experience in various types of communication including writing, training, reviewing/auditing, presenting projects, facilitating meetings, and interpreting fiscal policies and procedures. c. Demonstrated advance knowledge of leadership and personnel management principles; and time management and conflict resolution techniques. d. Independent development of short-range and long-term plans and schedules to support the organization's mission. e. Strong ability to independently prioritize, plan, organize, direct, and monitor the work of a diverse workforce. f. Extensive experience with computer applications particularly Microsoft software and knowledge of enterprise software. g. Demonstrated ability to maintain professional demeanor, use tact and diplomacy when dealing with the needs, problems, and/or concerns of other staff, stakeholders and/or the public.

The Statement of Qualifications is a narrative discussion of your education, training, experience and skills as it relates to the duty statement, minimum and desirable qualifications listed below, which will be used for competitively evaluating each candidate.
The Statement of Qualifications serves as documentation of each candidate's ability to present information clearly and concisely in writing and should be typed using a 12-point Arial font and no more than four (4) pages in length. Factor 1: Describe your experience leading and providing direction of a fiscal division or team. Factor 2: Describe your experience with establishing a culture of compliance and continuous improvement within a fiscal team while adapting to changing accounting standards, regulatory requirements, and agency business needs. Factor 3: Describe your leadership experience providing expert advice and guidance to executive management, department staff, external customers, and control agencies on Fiscal related matters.
