Encanto Blvd.; Phoenix, AZ 85009P Posting Details: Salary: Up to $92,500 (DOE) Grade: 24 Open Until Business Needs Are Met (1st Review of Resumes 9/28/2026) Job Summary: The Arizona Department of Administration (ADOA) State Procurement Office (SPO) is seeking a qualified Procurement Analyst Statewide to serve in a key inter-agency service agreement (ISA) capacity dedicated to the Arizona Department of Public Safety (DPS). As the central procurement authority for the State of Arizona, SPO is responsible for the authorization, oversight, and management of contracting and purchasing activities across state government. Operating in close partnership with DPS, the individual in this role will serve as a primary Procurement Analyst tasked with developing and implementing high-impact sourcing solicitations aligned with broader SPO strategic goals. The position directly supports DPS alongside various other state agencies, taking ownership of high-value strategic contracts that typically average over $5 million annually. Job Duties: Strategic Sourcing & Solicitations: Partner with internal stakeholders to develop and execute comprehensive sourcing strategies for DPS and partner state agencies. Integrate technical specifications, statements of work, delivery schedules, milestone payment structures, and robust terms and conditions into cohesive solicitation packages. Contract Negotiation & Award: Oversee the competitive bid process, actively negotiate contractual agreements with suppliers, and prepare formal award documentation for executive signature. Contract Administration & Management: Serve as the primary point of contact between the State and vendors for assigned high-value contracts. Lead post-award activities including kick-off meetings, contract renewals, extensions, certificate of insurance verifications, and contract performance/issue resolution. Compliance & Legal Analysis: Interpret and apply the Arizona Procurement Code, state statutes, and agency policies. Perform detailed research and analysis to draft written determinations and legal justifications ensuring full code compliance. Market Research & Continuous Improvement: Monitor and report on industry and market trends to provide actionable procurement recommendations. Utilize Lean methodology and tools to guide teams through the full strategic sourcing lifecycle. Data Analytics & Risk Assessment: Perform thorough expenditure analyses, business case evaluations, and requirements gathering with subject matter experts. Use data analytics to optimize state expenditures, maximize return on investment (ROI), and mitigate financial and business risks. Stakeholder & Vendor Relationship Management: Build and maintain collaborative, professional relationships with vendors, internal DPS customers, and ADOA leadership to ensure supply contracts directly support agency business strategies. Knowledge, Skills & Abilities (KSAs): Knowledge of : State and Federal Statutes and rules. Lean tools and methodologies. Effective project management strategies. State Procurement practices. Project Management skills and tools. Skills in: Time management and prioritizing work. Excellent communication skills, including group facilitation and problem resolution techniques. Working effectively independently and in a group setting. Ability to: Communicate with a wide variety of customers and internal stakeholders at all levels. Multi-task; flexible and adaptable work habits. Embrace change and learn new skills. Selective Preference(s): A Bachelor's Degree in business, public administration, accounting, finance, purchasing or closely related field.
