Central Avenue, Phoenix, Arizona 85012 Posting Details: Anticipated salary range $60,000 - $70,000 depending on relevant experience + e xcellent benefits and work/life balance Grade 22 Posting closes on Thursday, October 1, 2026 Job Summary: The The Administrative Services Division of the Arizona State Retirement System is seeking a highly skilled professional who possesses strong analytical skills to manage and execute budget and procurement activities. The Budget and Procurement Analyst will assist with the submission of the agency's $300 million annual operating and investment expenditures budget/spending plan to the Governor's Office of Strategic Planningand Budgeting(OSPB) and the Joint Legislative Budget Committee (JLBC). Additionally, the professional will serve as a lead for the ASRS internal accounting system (ERP/Munis)and the Arizona State accounting system (AZ360), analyze financial data for compliance, and plan and execute the procurement of goods and services for the agency. Job Duties: Assist with gathering, compiling, developing, and preparing the final submission of the annual budget request to OSPB and JLBC. Record, track, and manipulate data to perform mathematical and financial analysis of investment and historical expenditure data, including projecting future outcomes based on economic assumptions. Analyze, prepare, and provide expenditure reports for budget management purposes, projecting anticipated shortfalls or surpluses. Serve as one of the agency's lead personnel for the MUNIS/ERP system as well as AZ360 (the Arizona state accounting system). Plan and execute the procurement of requested goods and services via MUNIS/ERP, to include the creation and review of requisitions and purchase orders to ensure appropriate source selection and proper documentation. Participate in statewide contracting for services the ASRS utilizes, including financial auditing, actuary, benefits consulting, and other products/services, and maintain internal lists of state/agency contracts. Review contracts and agreements for compliance with statutes and policies. Respond to special project requests from executive and senior management and provide research and analytical support on expenditures and contract commitments. Provide technical assistance to the business regarding solicitation development and processes. Knowledge, Skills, and Abilities The Analyst should have the ability to: Understand and accurately apply laws, rules, regulations, and contracts applicable to government budgeting and the procurement process. Recommend changes and modifications to existing processes and procedures to improve cost savings or business workflow operations. Gather, analyze, and summarize pertinent facts to draw logical conclusions and effectively present complex financial information and recommendations concisely to all levels of staff. Comprehend, control, monitor, and analyze financial data using automated systems to ensure access to timely and accurate information. Set and work within deadlines to complete assignments; exercise resourcefulness and prioritize tasks to meet multiple demands. Build trusted working relationships with internal and external customers to successfully balance customer interests while maintaining a sound legal/fiscal position for the agency. Strong project management and time management skills. The Analyst should have knowledge of: Federal laws and State of Arizona statutes, rules, regulations, policies, and procedures relative to the budget and procurement processes (including the State of Arizona Accounting Manual, Procurement Code, and ASRS policies). Principles, concepts, practices, methods, and techniques of government organization, budgeting, accounting, internal controls, and fiscal management. Procedures, methods, and techniques associated with complex automated record-keeping and accounting/budgeting/purchasing systems. Mathematical analysis principles and methods applicable to the budgeting process and generally accepted accounting principles. General principles and practices of management methods to review and improve existing work processes. Preferred: Knowledge of principles and practices of the budget process including budget preparation/submission, appropriations, interpretation and application of relevant statutes, expenditures, and reconciliation Knowledge of the accounting software systems (specifically AZ360 the Arizona state accounting system and ERP/MUNIS used for internal record keeping at the ASRS).
