Job Summary The Preconstruction Manager provides senior-level leadership andoversight of preconstruction services within the Design & Construction Services (DCS) department at California StateUniversity, Long Beach. Reporting to the Director, this positionmanages and supervises Major and Minor Capital Project Managers,the Interior Design Manager(s), and associated staff, as well asstaff augmentation personnel from private firms. The incumbent is responsible for overseeing project intake,planning, design, construction documents, and procurementactivities for University projects. This role ensures projects aresuccessfully delivered from inception through preconstructioncompletion in coordination with customers, University stakeholders,Capital & Space Planning, Construction Services, and FacilitiesManagement. The Preconstruction Manager is accountable for operationalperformance, including management of project tracking systems,process consistency, and adherence to CSU and State requirements.While primarily a leadership role, the incumbent may directlymanage projects as needed to support workload demands and staffingtransitions. Projects are transitioned to the Construction Management group uponcontractor procurement, or to Facilities Management (CampusFacilities Project Services) for interior and smaller-scaleprojects. Key Responsibilities Leadership for Project Managers, Design Manager(s), and staffaugmentation personnel. Conduct performance evaluations, manageworkload, hires and ensures accountability. Mentor staff andmaintain team performance and engagement. Oversee project intake,feasibility, scope, budget, and design development. Directpreconstruction phases through permitting and procurement.Independently manage projects as needed Ensure quality, completeness, and compliance of plans andspecifications. Conduct design reviews and enforce campus andregulatory standards. Oversee value engineering and designdevelopment processes. Manage selection, contracting, and oversightof design professionals. Review contracts, amendments, andconsultant performance. Ensure compliance with CSU and Stateprocurement requirements. Oversee budgets, schedules, and fundingallocations. Manage project tracking systems and reporting tools.Prepare executive-level reports and financial analyses. Coordinate hand-off to Construction Management and FacilitiesManagement. Ensure continuity of scope, budget, and documentation.Serve as liaison to campus departments and leadership. Leadmeetings and communicate project status and expectations. Developand maintain procedures, standards, and tracking systems. Classification Administrator II Compensation Salary placement is determined by the education, experience, andqualifications the candidate brings to the position, internalequity, and the hiring department's fiscal resources. Hiring Range: The hiring range for this positionis $12,917 - $14,583 per month commensurate with candidate'seducation, experience, skills, and training. Knowledge, Skills, and Abilities Knowledge of the laws, ordinances, and other regulations applicableto building construction, maintenance, and repair includingbuilding codes for the State of California, fire codes, ADAregulations, industry standards and regulations. Knowledge ofconstruction methods and procedures. Excellent administrative andorganizational skills. Excellent interpersonal, oral and writingskills. Ability to represent the department in a professionalmanner to determine campus customers' needs and designrequirements. Ability to communicate effectively and work within anethnically diverse campus environment. Proven ability to manage alarge number of projects simultaneously. Working knowledge ofpersonal productivity tools (personal computers, Word, Excel, andelectronic mail.)Must be self-motivated. Mandatory ability to sketch plans, details, etc. in order tofacilitate the transmission of ideas to Customers, staff, andothers. Education and Experience Bachelor Degree in engineering, architecture, constructionmanagement, or related field and 10-years of progressivelyresponsible full time work experience in a related field required.Equivalent experience (or combination of education and experience)in project management, architecture, engineering, or constructionmanagement will be considered as a substitution for a degree on ayear for year basis. At least 5-years of supervisory experience required. Seven years of related experience in design and construction in asimilar type of position required. Demonstrated prior experience managing or administering projectswith a project value over $5 Million required. Previous higher education or institutional project managementexperience preferred. Leadership in Energy and Environmental Design AccreditedProfessional (LEED AP) certificate preferred. Licenses / Certificates DSA Certified Accessibility Specialist (CASp) certificationpreferred.
