This position leads high-visibility outreach initiatives that strengthen trust, improve coordination, and advance mission objectives across Hawaii’s military, government, community, Native Hawaiian, academic, and industry stakeholders. The role is responsible for shaping engagement strategy, advising leaders on sensitive community and political dynamics, and ensuring senior leaders are equipped with accurate messaging, stakeholder insight, and coordinated outreach plans. The position has significant autonomy and is expected to operate credibly with senior military leaders, government officials, and community representatives, particularly on complex issues such as Hawaii-military relations, land use and lease matters, environmental communications, and reputational risk.Key ResponsibilitiesStrategic Leadership and AdvisoryLead the planning, integration, and execution of community engagement and outreach strategies.Advise senior leaders on stakeholder sentiment, emerging community concerns, reputational issues, and engagement risks.Develop engagement objectives, communication approaches, and outreach strategies for sensitive or high-interest topics affecting military-community relations in Hawaii.Provide senior-level counsel on land lease negotiations, land retention issues, and Hawaii-military relations, including cultural, political, environmental, and historical considerations.Recommend courses of action to improve stakeholder trust, message discipline, and cross-organizational coordination.Executive Engagement and MessagingPrepare executive-level products including talking points, briefing papers, information papers, meeting summaries, stakeholder profiles, and engagement read-aheads.Lead development of clear, consistent messaging for community meetings, senior leader engagements, legislative interactions, public-facing events, and issue-response activities.Ensure messaging is synchronized across key stakeholders, service components, public affairs teams, and partner organizations.Support leaders before, during, and after high-visibility engagements by providing context, likely stakeholder concerns, and recommended themes.Community and Stakeholder EngagementLead outreach with Native Hawaiian Organizations (NHOs), civic groups, state and county agencies, educational institutions, environmental stakeholders, and community leaders.Build and sustain trusted relationships with key external stakeholders whose support or understanding is critical to military-community alignment.Represent the organization at strategic forums, roundtables, public meetings, and recurring military-community engagements.Oversee engagement planning for community-facing events and initiatives intended to improve transparency, responsiveness, and local partnership.Government and Legislative CoordinationCoordinate with Hawaii state and local officials, including executive offices, legislative stakeholders, and interagency partners.Monitor legislative, political, and policy developments that may affect military operations, land use, environmental actions, or public sentiment.Support preparation for legislative visits, senior leader meetings, and government affairs syncs.Translate legislative or political developments into practical engagement implications for leadership.Planning, Integration, and OversightLead development and maintenance of integrated engagement calendars, stakeholder maps, engagement trackers, and communication plans.Synchronize outreach activities across commands, functional teams, and partner organizations to reduce duplication and improve impact.Establish measures of effectiveness for outreach and engagement activities.Identify gaps, risks, and opportunities in current engagement efforts and recommend improvements.Outreach and Sensitive-Issue CommunicationAdvise on communication strategies related to environmental reviews, land use concerns, and community issues with high public visibility.Support messaging and stakeholder coordination tied to environmental impact statements, land management actions, and public comment processes.Help leaders navigate contentious issues with tact, transparency, and cultural awareness.A successful candidate would possess these skills:Ability to work independently and collaborate as part of a teamEffective written and verbal communication skillsMeticulous attention to detail and quality of work productAbility to build and sustain professional relationshipsAbility to lead projects or workstreamsAbility to manage and prioritize multiple tasks in a fast-paced and dynamic environmentStrong interpersonal skills and professional demeanorAbility to meet deadlinesAbility to provide clear guidance to othersThe TeamDeloitte’s Government & Public Services (GPS) practice – our people, ideas, technology and outcomes – is designed for impact. Their employment is tied to their role on a project, and they are eligible for a benefits package that is competitive for project delivery-focused professionals.QualificationsRequired: Bachelor’s degree in Communications, Public Relations, Journalism, Political Science, Public Administration, Environmental Policy, Strategic Communications, or related field.Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the futureActive Secret security clearance is required8+ years of relevant experience in community engagement, public affairs, government affairs, strategic communications, stakeholder relations, or related field; at least 3 years in a leadership, advisory, or client-facing role.5+ years of experience coordinating complex, multi-stakeholder engagements and advising senior leaders in politically or publicly sensitive environments.5+ years of experience working with Hawaii stakeholder dynamics, including community, cultural, political, and military relations considerations.5+ years of experience drafting executive-level materials and tailoring messages for different audiences.5+ years of experience developing outreach strategies, facilitation plans, and stakeholder engagement approaches for sensitive issues.5+ years of experience in project management and event leadership capability.Preferred:Master’s degree in communications, Public Affairs, International Relations or other relevant fields.Experience supporting military, defense, Pacific, or Hawaii-based organizations.Experience with legislative tracking, government affairs, or public policy engagement.Experience advising on environmental communication, National Environmental Policy Act (NEPA) and Environmental Impact Statement (EIS) related outreach, land use issues, or culturally sensitive public engagement.Familiarity with NHOs, Hawaii land issues, and local community consultation practices.Experience with crisis communications and issue management.The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case.
