Duties
Duties include but are not limited to:
- Performs benchmark studies or similar, to improve business practices and financial controls.; Proposes business process improvements to ensure sound financial management throughout DOL.
- Provides management decision information including documented system deficiencies as determined by hands-on operation of the affected system or by reports from system users.
- Develops and recommends options for the integration of multiple program information systems to meet internal and external user needs, recommends system notifications and revisions, and implementation impact assessments.
- Reviews proposals for system revision and advises management of impact of modifications on established systems; develops model systems for new or revised financial management applications and monitors the system testing prior to implementation; Develops flow processes and systems documentation required to define user needs for automated systems design and implementation.
- Develops and recommends policies, standards, procedures, and instructions pertaining to the financial management system ensuring compliance with Federal Accounting Standards Advisory Board and Joint Financial Management Improvement Program requirements; Works as the liaison with the affected programs.
- Reviews, analyzes, and provides policy interpretations and functional recommendations on the overall structure and operations of the financial management system.
- Analyzes processes for the planning, design, and implementation of financial management systems to meet business requirements; Performs analysis of requirements for systems development activities, implementation, and maintenance; Designs and executes system testing procedures to ensure requirements are satisfied.
- Evaluates modifications and enhancements to financial systems to ensure reliability of data used for financial reporting and compliance with applicable laws and regulations.
- Identifies weaknesses and problems and develops recommendations and/or requirements for revisions or modifications to existing systems to improve effectiveness, efficiency, and economy.
- Reviews and analyzes various accounting reports and data to identify the cause of transaction variances, problems and potential problems related to DOL's financial system's records. Develops and drafts procedures and guidance for applicable functions of the core accounting financial system

Qualifications
Accounting Series (0510) Individual Occupation Requirements- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
or
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
- Implementing financial accounting systems applications such as: Oracle Financials, or other accounting applications;
- Operating, maintaining, testing, designing, and modifying financial accounting systems;
- Extracting data in various formats from financial accounting systems for reports, analysis, verification and profiling;
- Designing, implementing, and assessing financial accounting system upgrades, internal system controls and the continual modification of a financial accounting system;
- Analyzing accounting records, financial statements, or other financial reports to assess accuracy, completeness and conformance to reporting and procedural standards;
- Managing internal review activities to ensure accuracy and validity of financial system operations;
- Recommending improvements to management officials on financial systems operations.
Education
