The Supervisor of Special Education supervises appropriate educational programs for students identified as having exceptional educational needs. The Supervisor plans, organizes, and supervises the activities of instructional and support staff to ensure the effective and efficient delivery of diagnostic and instructional services. This position promotes the educational mission of the school district through leadership, compliance, and continuous improvement across all Special Education programs. Qualifications: Advanced Degree in education or related field. Valid PA Supervisory Level Certificate in appropriate field of expertise and/or a valid PA Elementary or Secondary Principal. This position promotes the educational mission of the school district through leadership, compliance, and continuous improvement across all Special Education programs. Minimum of 3-5 years of certified professional experience in appropriate field. Expertise (includes one or more of the following):
- Oversight of staff.
- Responsibility for budget of programs or initiatives.
- Interfaces with Customers and Stakeholders.
- Experience working effectively and cooperatively with administration, parents, and professional and non-professional staff within the educational community.
- Ability to supervise and work effectively and cooperatively with administrative, professional, and non-professional staff.
- Proficiency in the use of technology for individual communication and research.
- Employs good oral and written communication skills; demonstrates good organizational skills.
- Possesses effective interpersonal skills with the ability to interface diplomatically with other teachers, administrators, parents, students, support staff, and outside professional contacts.
- Qualities of leadership and good communication skills.
- Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI.
- Promotes the educational mission of the school district through all Special Education programs.
- Applies and revises, as necessary, all district-wide students' rights and responsibilities to the maximum extent that they apply to Special Education.
- Implements, promotes, and monitors all federal and state Special Education laws, regulations, and standards.
- Provides support to maintain existing programs that are successful and other remedial plans to correct programs that are unsuccessful, inefficient, or ineffective.
- Supervises and coordinates Special Education classroom programs for students who are disabled and for students who are mentally gifted. Provides the necessary educational and procedural leadership to ensure that each Special Education student is participating in regular education to the maximum extent that is appropriate.
- Guides multidisciplinary teams and individualized education programs.
- Assesses, coordinates, and facilitates the delivery of instruction in the Home and Homebound Instruction for Special Education students.
- Participates actively in the evaluation process of Special Education teachers, psychologists, speech therapists, occupational therapists, physical therapists, etc., as well as instructional and non-instructional paraprofessionals involved in the delivery of Special Education services in the district. The Special Education Supervisor will engage in observations of said staff and provide meaningful evaluative information to the Director of Special Education, who is ultimately in charge of the evaluation of these positions.
- Mentors new Special Education teachers, in conjunction with the building principals, and customizes the Induction program when necessary to meet the needs of each non-tenured Special Education teacher.
- Utilizes the district's differentiated supervision options in the supervision of Special Education teachers.
- Interviews and recommends appointment of Special Education paraprofessionals.
- Plans and provides staff development opportunities for all Special Education staff by assisting in the development of in-service day options and promoting appropriate contracted in-service opportunities.
- Transitions students from Early Intervention into school age programming.
- Establishes and oversees the district's Extended School Year program.
- Enhances the delivery of meaningful instruction by assisting teachers in providing relevant community-based instruction and field trip opportunities for Special Education students.
- Directs the placement of move-in Special Education students to ensure the student's Special Education needs will be met and due process procedures have been followed.
- Oversees the maintenance of Special Education class rosters so accurate demographic, procedural, and statistical information is readily available at all times.
- Serves as a liaison to families whose children are enrolled in non-public school programs so equal opportunities for Special Education services are made available to students who may need such services.
- Resolves, in conjunction with the Director of Special Education, all attendance issues respective to Special Education students.
- Coordinates the annual end-of-year process of moving Special Education students from one building to another based upon the natural and chronological grade-level promotions of students.
- Interfaces with the Director of Special Education to resolve potential conflicts respective to the delivery of student services via Chapter 14 (special education services) versus Chapter 15 (educational access for students who are disabled but not in need of special education).
- Resolves inquiries and concerns of parents of Special Education students in a timely manner.
- Performs other duties as assigned by the Director of Special Education and/or Chief Academic Officer.
