Responsibilities Provides executive-level leadership of the District's comprehensive Safety and Occupational Health Program and performs the full range of first-level supervisory duties for a multidisciplinary team of safety and occupational health professionals. Administers the Safety and Occupational Health (SOH) program, ensuring compliance with federal regulations and overseeing program policies, objectives, evaluations, surveys, and resources. Establishes program policies and procedures, conducts evaluations, and develops resource requirements. Ensures integration with local management systems and emergency operations. Oversees the development and execution of the SOH training program, including curricula, instruction, and training for managers and employees. Serves as the District’s technical expert on SOH issues, offering advice on complex operational and construction scenarios. Represents the District on professional committees and provides expert consultation. Provides safety guidance for Civil Works and Military Construction, including hazards assessments, contractor compliance, and safety protocols for specialized operations such as dredging, marine, and hydropower. Oversees programs like wellness, drug prevention, industrial hygiene, and hazardous waste management, ensuring health and safety compliance across various District operations. Manages surveys, inspections, accident investigations, and risk assessments. Ensures corrective actions are taken based on findings and implements measures to mitigate hazardous conditions. Requirements Conditions of Employment Qualifications This is a Direct Hire Authority (DHA) announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: Experience managing and administering Safety and Occupational Health (SOH) programs; implementing and managing an SOH Management System; developing SOH program policies, procedures, and objectives; planning, scheduling, and establishing priorities for effective workload execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
