Mayflower Avenue, Ste 360, Monrovia, CA 91016, CA Job Type: Full-time Department: Government Relations Job Summary Title: Government Relations Analyst (Management Analyst, Senior Management Analyst). This role supports legislative advocacy, policy analysis, community outreach, and intergovernmental coordination for the San Gabriel Valley Council of Governments. The analyst will build and maintain relationships with elected officials, agency partners, and external community stakeholders across the San Gabriel Valley. Duties Monitor and analyze legislative developments at the local, state, and federal levels in coordination with SGVCOG's advocacy team, identifying potential impacts on agency priorities and member cities. Prepare legislative analyses, reports, memos, and briefing materials to support decision‑making. Plan and coordinate special events, including public meetings, press conferences, media briefings, and community engagements. Draft talking points, speeches, correspondence, and advocacy materials. Identify funding opportunities and support grant development, coordination, and compliance efforts. Implement public outreach and community stakeholder engagement strategies to increase awareness of SGVCOG projects, programs and initiatives. Provide administrative and technical support to SGVCOG policy committees, technical advisory committees, and working groups, and the Governing Board, including agenda preparation, meeting coordination, and compliance with the Brown Act. Deliver presentations and updates to the Governing Board, committees, and external stakeholders. Liaise with elected officials, agency partners, and community stakeholders. Assist in program budgeting, fiscal tracking, and consultant management. Attend meetings and community events, including evenings and weekends as needed. Perform other related duties as assigned. Qualifications Government Relations Analyst Qualifications Bachelor’s degree in political science, public administration, public policy, communications, operations management, business administration, or a related field. At least two years of experience in legislative research and analysis, including bill tracking and policy analysis. Associate to Bachelor’s Path Qualifications Associate degree in a related field. At least three years of experience in legislative research and analysis, including bill tracking and policy analysis. Preferred: Bilingual skills (Mandarin, Cantonese, or Spanish). Preferred: Experience working at a government entity, non‑profit, or equivalent entity. Senior Government Relations Analyst Qualifications Bachelor’s degree in a related field. At least three years of independent legislative research and analysis experience, including bill tracking and policy analysis. Preferred: Bilingual skills (Mandarin, Cantonese, or Spanish). Preferred: One year of supervisory experience. Required: Experience working at a government entity, non‑profit, or equivalent entity. Medical plans are available through CalPERS and Dental/Vision plans are available through Principal Insurance. Health benefits are offered to full‑time employees and their eligible dependents, and eligible part‑time employees. The monthly agency contribution toward medical benefits is equal to the current cost of Kaiser plans. Employees who opt out of agency benefits are eligible for a monthly taxable stipend of $400; proof of medical coverage is required. Retirement Benefits: The SGVCOG participates in the California Public Employees' Retirement System (CalPERS). Employees are responsible for paying the employee portion of the CalPERS retirement contribution. Other Benefits: Life Insurance: Agency‑sponsored life insurance equal to one year of the employee’s annual salary. Flexible Spending Account (FSA): Optional, employee‑sponsored deferred compensation FSA accounts available through Paychex.
