Our Capital Projects completed 15 Capital Improvement Projects in FY19 for a total of $70 million including 5 Utility projects, 4 Facilities/Parks Projects and 6 Transportation projects. Project Manager responsible for the development of Utilities asset collection and inspection for utility infrastructure. Review of Asset infrastructure mapping spatially and condition assessment inspections for acceptance. Typically manages multiple asset projects which involve interagency, inter-jurisdictional or multi-disciplinary coordination and public involvement. Job Description: Manages and leads asset management type projects within the Utility Engineering Asset Management group to include but not limited to the assessment & evaluation of Utilities Wastewater/Water Plants, Lift-Stations, Pump Stations with associated infrastructure, and the Capital Improvements Rehabilitation & Renovation Program. Responsible for routine inspections, data location retrieval, and spatial location retrieval of new and developmental infrastructure related work in the areas of Potable Water, Wastewater, and Reclaimed water as well as other technical Public Utilities projects and programs; performance of a variety of work related to the technical aspects and computer applications in the area of Public Utilities Asset Management; Review red-lines drawings submitted by contractors and engineers for quality assurance requirements; identify and prioritize data collection and updates through available office and field collection means and coordinate obtaining that information through the Asset Management and Enterprise Information Technology departments; coordinate and maintain Public Utilities assets within Sarasota County’s Esri Enterprise Geographic Information System (GIS). Directly responsible for the oversight of multiple capital assets and projects within the utility asset hierarchy at any given time as assigned by the Utilities Engineering management team. Perform post construction inspections and complete field notes, surveying, evaluation of condition; read and interpret construction drawing, O&M manuals, and technical specifications; identifies asset management needs and works with the EIT department for managing and tracking information; develops and maintains infrastructure maps using GPS equipment, and GIS mapping systems and maintains infrastructure inventory data for all utilities: water, reclaimed water, and wastewater; maintain comprehensive data with enterprise GIS tools; creates and updates graphs, spreadsheets, charts, workflows and other related technical documents; provides technical graphics, mapping and as-built documentation and assists staff members as required; evaluates and monitors the integrity of the Public Utilities technical systems; coordinates with IT staff to resolve problems with system applications; serve as the main point of contact between Public Utilities staff and EIT to coordinate data collection, asset management and software configuration update activities; trains and assists other Public Utilities staff in utilizing these computer systems and keeps them apprised of data and system changes and upgrades; analyze computer software needs of Public Utilities and makes recommendations; other related duties as assigned (within the area of expertise). Coordinates and evaluates work done by teams consisting of internal stakeholders, engineers, inspectors, operational groups, and provides leadership to project and asset team to resolve disputes. Develops and maintains effective working relationships with inter-departmental agencies. Confers and coordinates with contractors, engineers, architects, inspectors, EIT staff and other parties to ensure County Utility Code standards are adhered to. Partners with Procurement to prepare solicitation for Professional Services: reviews proposals, prepares and presents selection matrix to PSRC: facilitates discussions of contract scope, budget, and schedule with selected consultant: ensures contracts include all necessary work scope to complete project: prepares project related correspondence: coordinate construction bid advertising with Procurement, notice-to-proceed with stakeholders, contractor and consultants: reviews construction proposals per approved contracts and coordinates consultant recommendations. About You Minimum Qualifications:A Bachelor’s Degree from an accredited college or university in Engineering, Project Management or highly related field with five (5) years of CIP and/or project management experience. A Master’s Degree in one of the above-mentioned fields can substitute for one year of required experience. Project experience can substitute for the required degree on a year-for-year basis. Preferred Qualifications: Pipeline Assessment Certification Program (PACP), Manhole Assessment Certification Program (MACP), and Lateral Assessment Certification Program (LACP) preferred. Job Competencies:Comprehensive experience in CMOM (Evaluating Capacity, Management, Operation, and Maintenance Programs, NASCO ratings, construction, contract administration, project management, asset management, and O&M experience in a public utility; ten (10) years experience preferred. Sound judgement and decision making. Knowledge of ArcGIS; principles of asset management; planning and organizational skills; strong communication and coordination with others.
