Test Specialist/Engineer (Lead)

The Test Specialist is responsible for providing direct support to the Naval Information Warfare Center (NIWC) Pacific by leading the Independent Verification and Validation (IV&V) Program Acceptance Test (PAT) team in the verification and validation of Command‑and‑Control Processor (C2P) and Multi‑Tactical Data Link (MTDL) systems. They will play a supporting role in achieving the organization’s goals by providing C2P subject‑matter expertise in the planning, coordination, analysis, reporting and execution of test events in a controlled testing environment. This position will directly impact the U.S. Navy mission and operational readiness through the test and evaluation of major program baselines to support program acquisition milestone decisions. Core Functions / Job Duties Set up, operate, and tear down the test architecture of various systems and sub‑systems. Execute test procedures, analyze test results, and generate final test documentation. Generate test scripts within systems to support execution of test procedures. Participate in the development of Test Plans and Test Procedures, including identifying test objectives and determining methods of evaluation. Decompose test requirements from various systems and interface specifications to test specific capabilities of a system. Apply standard troubleshooting techniques and utilize common data analysis tools to support the validation, root‑cause, and troubleshooting of issues observed or documented during testing. Review and generate required test reports and/or Trouble Report Retest Status (TRRS), and provide them to the Project Lead. Oversee data collection, preliminary data analysis, data removal, data transfer, and provide any data analysis information for Test Observation Reports (TORs) and reach‑back support as needed. Lead and mentor test team members. Lead a team of operators and analysts, managing daily activities including test development, test execution, test analysis, and reporting. Track team activities related to test events. Coordinate testing activities and schedules for test events, collaborating with cross‑functional test teams and lab environments. Work closely with project management and customers to ensure the coordination of testing activities and project schedule. Skills & Abilities Common terminology within the scope of the program, accurately utilizing terminology while communicating verbally or in writing. Test and Evaluation Methodologies. Technical Writing. Troubleshooting. Standard computer‑based business tools, including Microsoft Word, Excel, and PowerPoint. Data collection and plan development to support analysis objectives, including the development of data logs, matrices, and tables to assess effort. Education & Certifications GED and/or equivalent years of experience. Typical Working Conditions General office environment. Computer/Equipment lab. Physical Requirements May be expected to lift up to 25 lbs. Frequent use of keyboard and typing. Frequent sitting and standing. Work Schedule 9/80 – The ability to work non‑standard work hours and schedules in support of project requirements. Pay Range $100,000.00 to $125,000.00 annually, DOE. U.S. Citizenship Is Required U.S. citizenship is required. Security Clearance Candidates must have an active clearance or the ability to obtain a U.S. Government security clearance and will be subject to a U.S. security background investigation (i.e., favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
