THE CITY
Culver City is a Charter City incorporated in 1917, and is a destination filled with outdoor cafes, unique shops and galleries opening onto pedestrian-friendly boulevards. Culver City has a dedicated staff of approximately 800 employees with an overall budget of approximately $368 million. The City provides a full range of municipal services including Fire, Police, Housing and Human Services, Planning and Development, Public Works, Parks, Recreation, and Community Services, and Transportation.
THE POSITION
The City of Culver City's Human Resources Department is seeking two (2) experienced Human Resources Analysts to join our collaborative and innovative team. We are looking for well-rounded HR professionals who thrive in a fast-paced environment and enjoy partnering with departments to deliver strategic and operational Human Resources solutions.
These positions offer the opportunity to serve as trusted Human Resources business partners supporting a broad range of HR functions, including recruitment and selection, classification and compensation, employee and labor relations, policy development, organizational development, training, performance management, workforce planning, and special projects. Human Resources Analysts independently manage complex assignments, provide strategic guidance to departments, and help advance organizational goals through innovative and customer-focused HR solutions.

One position will serve as a Human Resources Generalist, supporting multiple City departments across a variety of human resources disciplines. The ideal candidate will have broad HR experience, strong analytical and problem-solving skills, and the ability to build collaborative relationships while delivering exceptional customer service.

The second position will be dedicated to supporting the City's Transportation Department. This role requires an experienced Human Resources professional with a strong background in employee relations, workplace investigations, performance management, and labor relations within a transit or transportation environment. The successful candidate will partner closely with Transportation leadership to address complex personnel matters, provide strategic guidance on employment issues, conduct workplace investigations, and promote positive employee and labor relations in a dynamic, unionized operation.

GENERAL DUTIES:
The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.

1. Assists in developing, maintaining, and continually upgrading the City's recruitment program and procedures particularly in areas of affirmative action and specialized skills.

2. Assists in developing, maintaining and continually upgrading the City's selection program and procedures for classified and exempt positions by screening applications in conformance with the class specification and departmental needs, and monitoring the results of reference and medical information.

3. Designs and administers examinations that measure factors relevant to successful job performance and assures the City's examination process adheres to federal and state laws as well as relevant court decisions.

4. Develops and updates classification specifications assuring the requirements of the specifications are job related.

5. Thoroughly analyzes personnel issues, such as job classification studies, as directed by the Human Resources Director. Collects data sufficient to support conclusions and recommendation. Completes the analysis within established deadlines.

6. Conducts classification and salary surveys and disseminates similar information to other agencies.

7. Maintains a current and thorough working knowledge of City human resources programs including deferred compensation, Public Employees' Retirement System, and medical, dental and life insurance benefits; Civil Service rules and regulations; personnel requirements; Memorandums of Understanding. Patiently and thoroughly interprets and explains these programs and regulations to employees and the public.

8. Maintains effective and continuing working relationships and rapport with City staff. Confers with and advises department and division management on personnel issues.

9. Keeps the Human Resources Director informed of problems and issues of which they may not be aware.

10. Develops ideas clearly and logically and supports conclusions and recommendations with adequate data both verbally and in writing.

11. May maintain and update personnel information systems verifying the accuracy of data within such systems and taking effective and prompt corrective actions to resolve errors.

12. Counsels City employees, on request, about requirements for career advancement or problems in the work environment.

13. May attend the Civil Service Commission meetings as a staff member by assignment.
MINIMUM REQUIREMENTS:
Training and Experience:


Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: (1) a Bachelor's degree from an accredited college or university in business or public administration and (2) two years of professional or technical personnel work. A Master's degree may be substituted for one year's work experience.

License and Certificates:

Possession of a valid California Class C driver's license, if assigned to drive.
EXAMINATION PROCEDURES
  • Oral Appraisal Interview (weighed at 100%): To evaluate education, experience, training, and personal qualifications (Tentatively scheduled for the week of August 3, 2026)
SELECTION PROCESS:
The selection process will include the following to determine suitability for the position:
  • Selection interview with the Human Resources Department.
  • Background and reference check, including live scan fingerprinting.
  • Medical examination; candidates must pass a pre-employment medical examination.
