Full-time Job Code and Title: 1824-Principal Administrative Analyst Fill Type: Temporary Exempt Appointment Type: Exempt – position excluded from competitive Civil Service examination, at discretion of Appointing Officer. Duration limited to 36 months. Project Strategic Portfolio Analysis and Implementation – Real Estate Services Division (RES) mission to maximize SFPUC revenue through rental, acquisition, and disposition of real property across seven counties. Position Summary The SFPUC seeks a Principal Administrative Analyst I (Real Estate Analyst) to handle complex transactions for lease, acquisition, and sale of non‑residential real estate. Responsibilities include daily title analysis, communication with stakeholders, and drafting and negotiating leases and other real‑estate agreements. Reports to the SFPUC Real Estate Director. Essential Skills and Duties Negotiate and draft complex deeds, purchase and sale agreements, easements, licenses, Memoranda of Agreements, and other agreements. Obtain information and coordinate review of projects with internal and external stakeholders. Prepare complex real estate reports, graphics, and spreadsheets for the department, the Commission, and the Board of Supervisors. Create maps in the Geographic Information System (GIS) platform. Make recommendations on land‑related environmental, economic, and legal issues, including evaluations pursuant to the California Environmental Quality Act, local ordinances, general plans, and title transfers. Review projects for compliance with SFPUC policies and standards. Act as a liaison for SFPUC to regulatory and advisory bodies, working with other divisions to resolve land use and environmental issues. Perform other job‑related duties as required. Nature of Work Must possess a valid California Driver’s License. Work may require driving to remote and mountainous locations. Qualifications Minimum Qualifications: Bachelor’s degree from an accredited college or university. Five (5) years full‑time equivalent experience in professional‑level analytical work related to budgets, contracts, grants, policy, or other functional areas. Substitution: A graduate degree (Master’s or higher) with coursework in public/business administration, management, business law, contract law, public policy, urban studies, economics, statistics, finance, accounting, or closely related fields may substitute one (1) year of experience. Additional experience may substitute up to a maximum of 2 years. Desired Qualifications: Superb written and oral communication skills. Excellent attention to detail. Experience drafting and negotiating complex real‑estate agreements. Experience managing large data sets. Experience analyzing deeds, maps, and title instruments. Geographic Information Systems experience. Experience making presentations to public officials, agencies, and community organizations. Juris Doctorate or Master’s Degree in Public Administration, Urban Studies, Planning, or a related field.
