This is a full-time(Executive/Senior Level Officials & Managers and Professionals) position with the City's Public Works Department.
Job Description
An individual in this position will be responsible for coordinating, managing and directing the activities of the Streets and Drainage Division, Traffic Operations, and any other Divisions within Public Works that may be assigned by the Director of Public Works. Reporting relationship: Director of Public Works.
Examples of work include developing, planning and implementing the Department's goals and objectives; recommending and administering policies and procedures; directing, overseeing and participating in the development of work plans, projects and programs; implementing policies and procedures; and reviewing and evaluating work products, methods and procedures.
Other duties include overseeing the preparation, implementation and monitoring of the Departmental budget; directing the forecast of additional funds needed for staffing, equipment, materials and supplies; and implementing adjustments as necessary. The position also involves overseeing the preparation of the Capital Improvement budget; directing the forecast of additional funds needed to design, construct and implement projects as scheduled; selecting, training, motivating and evaluating personnel; providing or coordinating staff training; and working with employees to correct deficiencies; implementing discipline and termination procedures.
Additional responsibilities include developing, reviewing and presenting staff reports to City Council, City management and various boards and commissions; managing, directing, and overseeing the daily operations of the Streets and Drainage Division activities including preventive maintenance, capital improvements, budgetary oversight and policy implementation; managing the Pavement Maintenance and Management Program (PMMP) including condition assessment, planning, project prioritization, budgeting, and coordination of pavement maintenance and rehabilitation efforts; managing, directing, and overseeing the daily operations of the Traffic Division including preventive maintenance, new purchases, budgetary oversight and policy implementation; maintaining department ordinances and requirements to the adopted standards and generally accepted engineering practices and providing engineering support services to the Director/City Engineer and other departments; coordinating and overseeing any other departmental programs or tasks at the direction of the Director of Public Works; serving as part of the Emergency Management Team and responding to natural disasters and other emergency operations; performing the duties of the Director of Public Works in the Director's absence; and performing other related duties as assigned by the Director of Public Works.
Education, Experience, or Certification
Five(5)years of relevant professional experience are preferred. A Bachelor's degree in civil engineering or a related field, from an accredited college or university and a Traffic Operations or a Professional Traffic Operations Engineer (PTOE)certification are preferred. The Department of Human Resources & Organizational Development may consider an equivalent combination of education, training and/or experience.
