Environmental, Operations and Construction (EOC) operates within HDR's Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.
We are seeking an Environmental Area Operations Manager to help continue to drive our successful global Environmental Conservation and Compliance and Environmental Restoration businesses for our Federal clients. In this role you will partner with our senior Business Group and Operations leadership teams to plan what is possible, navigate the successful operation and growth of our Planning (NEPA), Marine Sciences, and Environmental Compliance practices and our Environmental Remediation and Geophysics practices, and meet company goals and objectives. You will be at the helm of a powerful team that is focusing daily on the delivery of infrastructure, environmental, planning and consulting services. This position will oversee over 75 global professional staff in our own facilities, at remote sites, or embedded in client offices.

This position requires proof of US Citizenship. This position is subject to a governmental background check and requires the ability to obtain a US Secret security clearance within 6 months. Open to locations throughout the US.
In the role of Environmental Area Operations Manager, we'll count on you to:
- Under the direction of the Environmental, Operations and Construction, Inc. (EOC) President and Federal Business Group President and in partnership with leadership, develop and implement strategies that expand environmental compliance, permitting, and planning services and environmental remediation and geophysics services across federal, U.S. Department of Defense (DoD), and other key client sectors
- Provide overall operational governance by leading Area performance for environmental compliance, marine sciences, and planning services and environmental remediation and geophysics services leveraging the systems that make business work including operations, project delivery, staff development, and client engagement, ensuring alignment with HDR's strategic objectives
- Oversee delivery of complex environmental compliance, planning, and marine sciences programs, ensuring adherence to scope, schedule, budget, safety, quality, and regulatory requirements (e.g., NEPA, air quality, assessment, corral mitigation, whale tagging, etc.)
- Oversee and manage a multidisciplinary team of engineers, scientists, geologists, and hydrogeologists supporting site investigation and remediation projects, particularly for DoD installations
- Oversee and support regional and area operations, including marketing, project delivery, staff development, quality assurance, safety, and client relationship management, ensuring alignment with company goals and objectives
- Monitor operational and project performance, assess environmental program effectiveness, and implement corrective actions to drive performance, profitability, and growth
- Lead business development efforts, including identifying and pursuing new opportunities, strengthening client relationships, supporting proposals and contract negotiations, and contributing to strategic growth initiatives
- Provide technical and operational support to section leads and project teams, including resolving complex issues, supporting problem projects, and ensuring regulatory and contractual alignment
- Foster a culture of communication, collaboration, and continuous improvement by mentoring staff, supporting training and development, succession planning, encouraging engagement and professional growth across teams
- Facilitate cross-functional collaboration with EOC leadership, Professional Services Manager, Professional Services Director, and Business Groups to strengthen environmental technical capabilities and enhance service delivery
- Implement company policy and procedures, including quality, safety, recruiting and risk management
- Support special regional initiatives and environmental program improvements, including implementation of new compliance tools, processes, and best practices
- Serve as a visible leader and professional role model internally and externally, representing HDR in regulatory, client, and community engagements
- Be the Business Orchestrator that keeps work moving by ensuring the right work happens, correctly, by the right people at the right time by preparing and executing proposals, teaming agreements, MSAs, subcontracts, and deliverables and perform other duties as assigned. Possess signatory authority as needed

Preferred Qualifications:
- Bachelor's or Master's degree in Environmental Science, Engineering, Geology, or related field
- One of more relevant certifications such as CHMM, REM, CESCO, REP, etc.
- Professional Engineering (PE) or Professional Geologist (PG) license, OSHA HAZWOPER certification
- Ability to obtain a Secret Security clearance within 6 months
- A minimum of 15 years' experience and a deep understanding of Environmental Compliance and Planning, NEPA, Marine Sciences, environmental remediation and project management
- Experience managing large compliance projects in the United States and on DoD installations helpful
- Experience managing CERCLA and RCRA remediation projects
- Proven ability to identify and write technical proposals for complex remediation investigations, feasibility studies, and/or remedial designs on DoD Installations with a preference within the US Army Corps of Engineers (USACE) South Atlantic Division geographic area and the ability to expand into other USACE Divisions
- Ability to interact and collaborate with various investigation and design teams
- Proficiency with MS Office and other software tools, including Esri products
- Excellent verbal and written communication, and interpersonal skills
- Excellent organizational and project management skills
Required Qualifications:
- Bachelor's degree in a Professional, Architecture, Engineering or closely related field
- A minimum of 10 years experience in development and management of diverse teams
- Maintains a professional or Engineering registration and has related technical experience
- Strong communication and listening skills
- Ability to handle multiple assignments
- Good leadership and organizational skills
