KEY RESPONSIBILITIES:

• Manage monthly, quarterly, and annual reviews of RHTP revenue and expenditure activity across ten state agencies and six external organizations, identifying and resolving discrepancies.
• Coordinate the preparation, review, and processing of correcting and adjusting journal entries with partner agencies and the State Controller’s Office.
• Maintain the General Ledger and ensure proper management of the chart of accounts, grants, projects, tasks, and cost centers.
• Assist with quarterly and annual financial reporting for the State of Rhode Island and federal reporting requirements for CMS, including SF-425 Federal Financial Reports, Use of Funds reports, downstream reporting, and program expenditure reporting.
• Assist in preparing state budget requests and CMS grant budgets, including budget justifications, narratives, updates, and revisions.
• Help develop financial reporting tools, accounting procedures, and standard operating procedures to improve consistency and efficiency.
• Participate in the implementation, configuration, and ongoing development of a new financial and program management system.
• Monitor financial activity to help ensure compliance with 2 CFR 200 (Uniform Guidance), GAAP, and GASB standards.
• Assist with single audits, general audits, subrecipient monitoring, and related documentation requests.
• Serve as a backup to the Finance Director and provide guidance, review, and daily support to the Staff Accountant.
• Perform additional accounting, budgeting, reporting, and financial administration duties as required.

REQUIRED QUALIFICATIONS:

• Bachelor’s degree in Accounting, Finance, Business, or a closely related discipline.
• At least 5 years of progressively advanced accounting experience, preferably within government, nonprofit, or public accounting environments.
• Demonstrated experience with General Ledger accounting, account reconciliations, and journal entry preparation.
• Practical understanding of GAAP and GASB accounting principles.
• Advanced proficiency with Microsoft Excel, including pivot tables, lookup functions, complex formulas, and large data sets.
• Strong organizational skills with excellent attention to detail and the ability to manage competing deadlines and priorities.
• Excellent written and verbal communication skills, with the ability to work effectively with both financial and non-financial personnel.

PREFERRED QUALIFICATIONS:

• Experience assisting with the implementation or transition to a new ERP, accounting, or financial management system.
• Background in federal grant accounting, including knowledge of 2 CFR 200 (Uniform Guidance) and federal financial reporting.
• Experience working with financial platforms such as Workday, EUNA (eCivis), and/or OpenGov.
• Experience using Power BI to create financial reports, dashboards, and data visualizations.
• CPA certification is preferred. Candidates currently working toward CPA certification, including those who have completed or are preparing for examination sections, are encouraged to apply.
