Operations Lead and Technical Lead

Position Summary

The Operations and Technical Lead serves as the Program Manager and provides overall supervision, leadership, and operational oversight of contractor technical support personnel assigned to the laboratory. The position directs and participates in laboratory-floor activities, coordinates daily assignments, manages administrative and material-control functions, and ensures work is completed safely, efficiently, and in accordance with Government requirements. The Lead is the primary contractor interface for day-to-day laboratory support operations.

Compensation

Salary Range: $90,000 – $140,000 annually

The anticipated salary range for this position is $90,000 to $140,000 annually. Actual compensation will be determined based on the candidate's qualifications, relevant experience, education, skills, and applicable contract requirements.

Essential Duties and Responsibilities Program and Personnel Management:  Supervise contractor technical support employees; plan, assign, prioritize, coordinate, and monitor daily work; maintain adequate staffing; provide technical direction; address performance and execution issues; and ensure time and attendance records are complete, accurate, approved, and retained.

Laboratory and Technical Operations:  Oversee and participate in maintenance, fabrication, construction support, fire-test preparation, test-bed activities, and other assigned laboratory-floor work. Coordinate personnel, materials, equipment, and schedules to meet priorities and completion dates.

Work Request and Records Management:  Receive, track, file, maintain, and close out work requests and related documentation. Maintain complete administrative files, project records, and supporting documentation required for contract performance and Government reporting.

Material and Supply Management:  Maintain ATF’s Material Management System (MMS) to track building materials, supplies, usage, inventory, and project requirements. Use MMS data to support planning, purchasing, accountability, and contract status reports.

Procurement and Cost Control:  Solicit and document price estimates for building materials, temporary services, and general construction services. Administer purchases for fire tests, case materials, and authorized projects, and periodically reconcile major project costs and company credit-card or other approved purchasing transactions.

Reporting and Government Coordination:  Prepare status reports covering work requests, staffing, materials, purchases, project costs, and operational issues. Coordinate with Government personnel on priorities, schedules, and resources, and elevate issues affecting performance, cost, schedule, safety, or laboratory operations.

Required Experience and Qualifications

• Minimum five (5) years of experience as a Maintenance Mechanic, Construction Estimator, Laboratory Test Bed Fabricator, or in a directly related technical trade or laboratory-support position.
• At least two (2) years of the required experience serving as a crew leader, maintenance leader, supervisor, or lead responsible for trades personnel.
• Demonstrated experience supervising skilled-trades, maintenance, construction, fabrication, or technical personnel and coordinating daily work assignments.
• Experience tracking work requests, project activity, materials, supplies, purchases, and supporting records in a laboratory, industrial, maintenance, construction, testing, or similarly controlled environment.
• Experience obtaining vendor estimates and supporting procurement, expense documentation, purchasing reconciliation, and project cost controls.
• Proficiency with computerized material, inventory, work-order, or maintenance-management systems and Microsoft Word, Excel, Outlook, and Teams.
• Strong leadership, safety awareness, organization, communication, problem-solving, recordkeeping, and attention to detail; ability to coordinate effectively with Government personnel, contractor management, vendors, trades personnel, and technical staff.

Preferred Qualifications

Experience with ATF MMS, material management, construction estimating, laboratory test-bed fabrication, facilities maintenance, Government contractor program management, and relevant OSHA, safety, skilled-trade, construction, facilities, or project-management training or certifications is highly desirable.
