Position Summary

Sugpiat Group, LLC is seeking an experienced Operations Lead / Technical Manager to serve as the Program Manager for a federal contract located in Beltsville, Maryland.

This position provides overall leadership, supervision, and operational oversight of contractor technical support personnel. The Operations Lead / Technical Manager is responsible for coordinating daily work assignments, overseeing contractor activities within a technical and laboratory environment, managing materials and supply requirements, maintaining operational and administrative records, and supporting purchasing and project cost reconciliation activities.

The ideal candidate is a hands-on leader who is comfortable managing employees while also actively supporting day-to-day operations in a fast-paced technical environment.

Compensation

Salary Range: $90,000 – $140,000 annually

The anticipated salary range for this position is $90,000 to $140,000 annually. Actual compensation will be determined based on the candidate's qualifications, relevant experience, education, skills, and applicable contract requirements.

Essential Duties and Responsibilities

• Serve as the Program Manager and primary on-site leader for contractor personnel assigned to the contract.
• Provide direct supervision, leadership, and oversight of technical support employees.
• Plan, coordinate, and oversee daily work assignments and operational activities.
• Oversee and participate in contractor-related activities performed within laboratory and technical work areas.
• Monitor work activities to ensure assignments are completed accurately, safely, efficiently, and in accordance with contract requirements.
• Track, maintain, and file work requests and related documentation.
• Ensure employee time and attendance records are accurately completed, reviewed, and maintained.
• Maintain the Government-provided material management and inventory tracking system to document building materials, supplies, and other resources used in support of contract activities.
• Track material and supply usage and prepare contract status and operational reports as required.
• Maintain accurate administrative, operational, purchasing, and project-related records and files.
• Identify and coordinate material, supply, equipment, and service requirements necessary to support daily operations and scheduled projects.
• Solicit and obtain price estimates and quotations for building materials, supplies, temporary services, and general construction services.
• Coordinate and administer purchases required to support testing activities, case-related materials, projects, and other operational requirements.
• Maintain appropriate receipts, invoices, purchase records, and supporting documentation for contract-related expenditures.
• Reconcile purchases made using company credit cards or other authorized purchasing mechanisms.
• Perform periodic reconciliation of major project costs and identify and resolve discrepancies in supporting documentation.
• Monitor project expenditures and material usage to support accurate cost tracking and contract reporting.
• Coordinate with company management, Government representatives, vendors, subcontractors, and other stakeholders as necessary to support successful contract performance.
• Identify and communicate staffing, scheduling, resource, purchasing, or operational issues that may affect contract performance.
• Ensure assigned personnel comply with company policies, customer requirements, safety procedures, security requirements, and applicable contract requirements.
• Support audits, inspections, reviews, and requests for contract documentation.
• Perform other duties as assigned in support of contract operations.

Supervisory Responsibilities

This position provides direct supervision and oversight of technical support personnel assigned to the contract. Responsibilities include coordinating work assignments, monitoring attendance and performance, ensuring appropriate staffing and operational coverage, communicating priorities, and addressing or escalating employee and performance matters as appropriate.

Qualifications

• Demonstrated experience managing or supervising employees in a technical, operational, laboratory, facilities, construction support, or similar environment.
• Experience coordinating daily work assignments and overseeing multiple projects or operational activities.
• Experience with purchasing, procurement coordination, material management, inventory control, or project cost tracking.
• Experience reconciling purchases, expenses, invoices, or project-related costs.
• Ability to obtain and evaluate vendor quotations and price estimates for materials and services.
• Strong organizational and administrative skills with a high level of attention to detail.
• Ability to maintain accurate records and manage multiple priorities simultaneously.
• Strong leadership, communication, and problem-solving skills.
• Ability to communicate professionally and effectively with employees, customers, vendors, and company management.
• Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and related business systems.
• Ability to learn and effectively use Government and company systems for material management, purchasing, timekeeping, and reporting.
• Must be able to satisfy all background investigation, security, badging, and facility access requirements applicable to the position.

Preferred Qualifications

• Previous experience as a Program Manager, Operations Manager, Technical Manager, Site Manager, or similar leadership role supporting a federal government contract.
• Experience working in a federal government, laboratory, testing, technical services, facilities, or similar controlled environment.
• Experience using material management, inventory, or work-order tracking systems.
• Knowledge of federal contracting environments and contractor operational requirements.
• Experience coordinating building materials, construction-related services, or technical support services.
• Experience managing company purchasing mechanisms and reconciling project expenditures.

Work Environment

This position is  on-site in Beltsville, Maryland and requires work in both office/administrative and technical or laboratory environments. The employee must be able to move throughout the facility and assigned work areas to supervise personnel and oversee operational activities.

The position may require standing, walking, bending, reaching, and other physical activities associated with observing and coordinating work. Additional safety requirements and use of personal protective equipment may apply depending on the work being performed.
