We are seeking a Logistics Analyst TOA Support to support Amphibious Construction Battalion ONE (ACB-1 / PHIBCB ONE), Naval Amphibious Base Coronado in San Diego, California. This is an excellent opportunity for an experienced Navy expeditionary logistics professional to support Table of Allowance (TOA) management, inventory accountability, readiness, procurement, property disposition, and expeditionary logistics operations.
The Logistics Analyst TOA Support will provide expeditionary logistics support focused on Table of Allowance (TOA) management, inventory and property accountability, readiness reporting, procurement planning, equipment shortfalls, and container management. The position will support NBG-1 and its subordinate units by maintaining accurate TOA records, validating authorized and on-hand equipment, coordinating readiness activities, processing allowance changes, and supporting expeditionary procurement and logistics requirements.
The ideal candidate is an experienced Navy expeditionary logistics professional with a strong understanding of TOA management, NAVFAC expeditionary programs, inventory accountability, readiness, procurement, property disposition, and container control. The candidate should be comfortable working with Navy logistics systems and standards, analyzing inventory and authorization data, coordinating with multiple stakeholders, and maintaining accurate records for a large inventory of expeditionary assets.
You will:
- Conduct annual Table of Allowance (TOA) validations for NBG-1's four subordinate units, including ACB-1, ACU-1, ACU-5, and BMU-1.
- Compare on-hand inventory against authorized inventory contained in NAVFAC's Advanced Base Functional Component (ABFC) using the NAVFAC Web Portal.
- Identify and document TOA discrepancies, equipment shortfalls, excesses, substitutions, and other inventory issues.
- Provide quarterly Reports of Readiness Condition for TOA assets.
- Coordinate and support quarterly TOA meetings in accordance with NBG-1 Instruction 4400.1B.
- Process monthly Allowance Change Requests (ACRs) and maintain appropriate supporting documentation.
- Develop and maintain a baseline FDNF TOA using Microsoft Excel.
- Develop quarterly Procurement Shortage Lists based on identified TOA requirements and equipment shortfalls.
- Compile annual Expeditionary Buy Plans to support procurement and readiness requirements.
- Conduct annual MPSRON TOA validations to identify equipment shortfalls, authorized substitutes, and inventory discrepancies aboard Maritime Prepositioning Force ships.
- Support the management and accountability of spare parts and collateral equipment associated with embarked training containers.
- Coordinate and schedule monthly DRMO pickups for property disposition.
- Serve as the Container Control Officer and maintain accurate accountability records for assigned containers.
- Manage and maintain accountability for 300+ ISO containers.
- Conduct periodic container inventories and reconcile inventory records against assigned assets.
- Report annual container readiness status and identify discrepancies requiring corrective action.
- Maintain accurate records of equipment, property, containers, and other logistics assets.
- Coordinate with supported units and logistics personnel to resolve inventory, TOA, readiness, procurement, and property accountability discrepancies.
- Review logistics data and documentation to identify trends, shortages, discrepancies, and readiness concerns.
- Support procurement planning and coordination based on authorized requirements and identified shortages.
- Assist with property disposition activities and ensure appropriate documentation and accountability are maintained.
- Coordinate logistics activities across multiple subordinate units, stakeholders, and expeditionary organizations.
- Use Microsoft Excel to develop, maintain, analyze, and report TOA, inventory, procurement, and readiness data.
- Maintain organized electronic and physical logistics records and supporting documentation.
- Prepare logistics reports, spreadsheets, status updates, and other documentation as required.
- Follow applicable Navy, NAVFAC, NBG-1, and organizational policies, procedures, instructions, and internal controls.
- Assist with other logistics, inventory, property, readiness, and administrative functions as needed.

- A minimum of 5 years of Navy expeditionary logistics experience.
- Direct experience with Table of Allowance (TOA) management.
- Experience supporting Navy expeditionary logistics operations and programs.
- Knowledge of EXWC systems and associated expeditionary logistics processes.
- Knowledge of Advanced Base Functional Component (ABFC) standards and requirements.
- Experience using or working with DPAS.
- Knowledge of NAVFAC expeditionary programs.
- Experience with inventory management and property accountability.
- Experience supporting equipment readiness and readiness reporting.
- Experience with procurement planning and identifying equipment shortages.
- Experience coordinating logistics requirements across multiple units or organizations.
- Experience with property disposition processes and documentation.
- Experience managing or maintaining accountability for containers or other logistics assets.
- Proficiency with Microsoft Office, particularly Excel and Outlook.
- Strong attention to detail and accuracy.
- Strong organizational and time-management skills.
- Ability to analyze inventory, authorization, readiness, and procurement data.
- Ability to work independently while also collaborating effectively with military, government, and contractor personnel.
- Strong written and verbal communication skills.

- More than 5 years of Navy expeditionary logistics experience.
- Extensive hands-on TOA management and validation experience.
- Experience supporting NBG-1 or similar Navy expeditionary organizations.
- Direct experience with ACB-1, ACU-1, ACU-5, or BMU-1 logistics operations.
- Experience working with NAVFAC's Advanced Base Functional Component (ABFC) and NAVFAC Web Portal.

- Experience managing accountability for ISO containers, particularly large inventories of 300 or more containers.
- Experience conducting container inventories and preparing container readiness reports.
- Advanced Microsoft Excel skills, including the ability to develop and maintain complex logistics tracking spreadsheets.
- Experience supporting Navy, Marine Corps, NAVFAC, or other Department of Defense expeditionary logistics programs.
- Experience working with inventory, property, procurement, readiness, and logistics systems in an operational or expeditionary environment.
