ENERGY RESOURCES SPECIALIST III (SUPERVISORY)

Job Summary Title: Energy Resources Specialist III (Supervisory) – Portfolio Management Unit Supervisor (JC-522163). Classification: ENERGY RESOURCES SPECIALIST III (SUPERVISORY). Salary: $9,673.00 – $12,020.00 per month. Work Type: Permanent, Full Time. Work Location: Hybrid – remote‑centered, with 50% or more time teleworked. Employment is limited to California residents. About the Division The Energy Research & Development Division (ERDD) directs over $200 million annually to advance clean energy technologies. The Portfolio Management Unit (PMU) provides cross‑cutting support for ERDD programs, managing investments, budgeting, contracts, reporting, and process improvement for research grants and contracts. Responsibilities Lead, supervise, and direct a multidisciplinary team in program evaluation, planning, policy analysis, and technical review for portfolio management of ERDD programs. Oversee execution and fiscal management of more than $200 million per year in research grants, contracts, and amendments. Assist Branch and Executive leadership with investment planning, funding RDD&D agreements, budget tracking, annual reporting, meeting management, and process standards. Represent the Division and CEC at meetings, briefings, conferences, and workshops with agencies, legislature, companies, research organizations, communities, and other stakeholders. Implement process streamlining, legislative reporting, external audit requests, programmatic budget oversight, lead commissioner briefing meetings, maintain the CEC agreement databases, and annual reporting functions. Provide a positive working environment, mentor staff, and ensure timely, quality work products. Qualifications Meet the Minimum Qualifications (MQs) as outlined in the California State Employees’ Manual; applicants must demonstrate compliance with all MQs. Experience managing an energy program or project with energy program budget analysis. Experience preparing, reviewing, and monitoring budgets, fiscal reports, or expenditure forecasts. Experience supervising a technical program or other analytic functions. Knowledge of program evaluation, planning, energy policy analysis, formulation, personnel management, and training principles. Strong analytical skills: track and analyze multi‑year expenditures, analyze legislation, fiscal impacts, and program changes, and translate findings into clear fiscal and policy recommendations. Leadership and team‑building abilities: direct, motivate, earn respect, foster a team environment, address and resolve conflict, and communicate complex information in a simple, accessible manner. Desirable Qualifications Experience in managing an energy program or project with energy program budget analysis.
