Safety Manager

Morgner Construction Management is looking for Safety Professionals for rail, transit, and transportation infrastructure construction projects. Develops and enforces safety plans and procedures; conducts site safety inspections and audits; investigates incidents; provides safety training; and ensures compliance with applicable federal and Washington State safety regulations including OSHA FTA requirements, as well as agency safety standards. ESSENTIAL FUNCTIONS The following duties are a representative summary of the primary duties and responsibilities. may be required to perform additional, position-specific duties Develops, implements, and administers project safety and health management plans in compliance with OSHA, FTA, and agency safety requirements for assigned rail and transit construction projects Conducts regular safety inspections of construction sites to identify hazards, unsafe conditions, and regulatory violations; issues corrective action notices and follows up to ensure abatement Reviews contractor project safety plans, activity hazard analyses (AHAs), and job hazard analyses (JHAs) for adequacy and compliance with project requirements Investigates construction incidents, near misses, and unsafe conditions; prepares incident investigation reports and identifies root causes and corrective actions Provides construction safety training to project staff, inspectors, and field personnel on applicable safety regulations, procedures, and hazard recognition Monitors contractor safety performance against project safety metrics; prepares safety performance reports for project management Coordinates with contractor safety representatives, agency safety staff, and regulatory agencies including L&I on safety-related matters Participates in pre-construction safety planning, pre-activity safety reviews, and contractor safety meetings Reviews and maintains safety documentation including inspection logs, incident reports, training records, and safety submittals Supports compliance with railroad worker protection and roadway worker protection (RWP) requirements as applicable to active light rail and commuter rail corridor construction activities Other duties as assigned MINIMUM QUALIFICATION Education and Experience: Bachelor’s degree in Occupational Safety and Health, Safety Engineering, or closely related field and five years of progressively responsible construction safety experience on rail, heavy civil, or transportation infrastructure projects; OR an equivalent combination of education and experience Preferred Licenses or Certification Certified Safety Professional (CSP) by the Board of Certified Safety Professional Construction Health and Safety Technician (CHST) by the Board of Certified Safety Professional OSHA 30-Hour Construction Industry Outreach Training First Aid/CPR certification Valid Washington State driver’s license Required Knowledge and Skill Operational characteristics, services, and activities of a capital program Federal OSHA and Washington State construction safety regulations and applicable industry safety standards FTA safety program requirements for transit construction project Construction safety program development, implementation, and monitoring Incident investigation methodology including root cause analysis technique Hazard recognition and risk assessment for rail, tunnel, bridge, and heavy civil construction Railroad and transit construction safety requirements including roadway worker protection (RWP) and track occupancy procedure Written and verbal communication skills for preparing safety reports, training materials, and regulatory correspondence Working in varied field environments including active construction sites, tunnels, elevated structures, and light rail corridor Physical Demands / Work Environment Work is performed in a standard hybrid office and field environment, including active construction sites, light rail corridors, commuter rail areas, transit stations, and facilities that may not be currently served by transit This role requires visiting construction sites not always accessible by public transit; possession of a valid driver’s license and ability to drive a vehicle is required #J-18808-Ljbffr
