Transportation Network and Mobility Manager City of Commerce City, CO Overview The Transportation Network and Mobility Manager is responsible for planning, directing, and supervising traffic engineering and transportation planning operations throughout the City, including ensuring MUTCD compliance, traffic signal warrant analysis, traffic signal design and operations, intelligent transportation systems, pedestrian crossing improvements, road safety, multi-modal planning, and oversight of the City’s Safety Action and Transportation Master Plans. Essential Duties & Responsibilities Coordinate with staff of other City departments on all traffic and transportation projects. Manage consultant contracts for design and implementation of traffic signal plans, traffic control plans, specifications, drawings, and reports. Administer all consultant contracts in compliance with City and State of Colorado requirements. Coordinate in‑field work with Streets Operations, Traffic Signal Technicians, Capital Investment Engineers, and Construction Inspection teams. Oversee the City’s traffic signal technicians, transportation planners, and third‑party contractors. Ensure ADA compliance of the transportation network. Review and approve engineering drawings, specifications, and designs. Manage implementation of the 2025 Safety Action Plan in partnership with the Public Works Director. Communicate with the public and address inquiries via the citizen work request system. Assist with development and implementation of design manuals, ordinances, and procedures. Appear before the Planning Commission, City Council, School Boards, and/or Neighborhood Associations on traffic‑related issues. Develop plans and priorities for traffic engineering, transportation planning, traffic signal and intelligent transportation systems, development review, roadway and intersection design, traffic engineering standards, and specifications. Review and evaluate traffic reports, construction plans, traffic control and access plans for compliance with City standards and provide technical guidance to developers and engineers. Prepare a variety of reports and analyses for the City Engineer. Manage the City’s Traffic Calming Program and Traffic Operations Center, traffic signals, and associated fiber network. Assist in creating a positive and supportive work environment that promotes diversity, equity, and inclusion. Perform other duties as assigned. Minimum Qualifications Bachelor’s degree in Civil Engineering or a closely related field from an ABET‑accredited institution; must be registered as a Professional Engineer or Professional Traffic Operations Engineer in Colorado, or be able to obtain the license within six months of hire. Five (5) years of progressive engineering experience in transportation planning and engineering. Technical knowledge of traffic operations, traffic control, transportation networks, and civil engineering. Must possess a valid driver’s license. Knowledge, Skills, and Abilities Proficient in traffic signal and traffic cabinet maintenance and field troubleshooting. In‑depth knowledge of MUTCD, HCM, AASHTO, CDOT standards, and City specifications. Expertise in traffic planning and engineering principles, including traffic calming and safety. Understanding of roadway and bridge construction specifications, standards, and practices. Knowledge of public works project standards and safety regulations. Ability to read survey reports and construction plans. Strong math, analysis, and estimation skills. Excellent customer service, presentation, and conflict‑resolution skills. Project management and organizational skills. Interpersonal, analytical, decision‑making, and problem‑solving abilities. Proficient in AutoCAD. Ability to assist others in meeting established standards and to use independent judgment for decision making. Strong communication skills with engineers, contractors, and the public. Physical Requirements Driving: Must be able to operate a personal or City vehicle. Office and computer equipment use.
