Incumbents work within the scope of established departmental rules, regulations, procedures and Union contract, but exercise independent judgment in handling emergency problems arising in the field. Work in this class is distinguished from higher classes by the limited scope of its management responsibility and from lower classes by its supervisory and training responsibilities. Job Description: SUMMARY This is managerial and technical work, directly supervising Transit/Paratransit Operators and coordinating and controlling operations of all transit operations for the City of Gainesville Regional Transit System. Incumbents work within the scope of established departmental rules, regulations, procedures and Union contract, but exercise independent judgment in handling emergency problems arising in the field. ESSENTIAL JOB FUNCTIONS Plans, assigns, and reviews of the work of Transit/Paratransit Operators to ensure compliance with departmental rules and regulations. Provides information to the public pertaining to routes, schedules, transfer points, location description, fares and other data related to transit operations and services. Responds to a variety of requests for transit information and location of public buildings, churches, schools, and other structures. Maintains route maps and schedules of departures and arrivals; estimates route distances and calculates intermediate arrival times. Answers complaints and refers to inquiries from the public concerning other transit services such as lost and found, charter inquiries and advertising. Contacts Transit/Paratransit Operators on assignment to give special instruction and render any assistance that may be required. Compiles reports on accidents at the scene, including photographs, measurements, sketches and witness statements; cooperates with law enforcement agencies investigating accidents. Coordinates the removal and replacement of transit vehicles having mechanical difficulty in the field; supervises the transfer of passengers and rescheduling as needed to maintain adequate service. Conducts field surveys to determine passenger load factors, time interval of runs, adequacy of service, and proper location of bus zones; observes traffic movements and flow to assist scheduling. Assists the public at major route junctions or in the operation of charter, shuttle and other high density special service runs. Provides continuous inspection of operator driving methods to ensure compliance with departmental safety regulations. Assists instructor with training reports on new operators; maintains surveillance of unsafe acts or conditions that might result in accident or injury. Addresses internal concerns regarding driver and bus safety. Resolves differences between operators and employees and/or operators and passengers. Coordinates field operations involving special events. Acts as a first responder to coordinate emergency services. Processes the Community Report and recommends corrective action and/or discipline, if necessary. Reports rule violations and recommend disciplinary actions. Attends work on continuous and regular basis. NON-ESSENTIAL JOB FUNCTIONS Operates any RTS vehicle during temporary driver shortages or emergency situations. Functions as a dispatcher as needed. Performs other related duties as assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions. EDUCATION AND EXPERIENCE Graduation from high school or possession of an acceptable equivalency diploma, two years college level work in business administration, urban transportation, planning, or related subject preferred; and two years mass transportation experience, supervisory experience preferred; or any equivalent combination of education and experience which provide the required knowledge, skills and abilities. CERTIFICATIONS OR LICENSES Licenses A Commercial Driver License (CDL) class “A” or “B” with passenger endorsement is required at the time of appointment Certifications None KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of FTA regulations such as Drug Testing procedures, accident report and investigation, etc. Knowledge of FDOT regulations for transit such as Section 14-90, System Safety Plan, etc. Considerable knowledge of the operating characteristics of passenger buses. Considerable knowledge of schedules, routes, forms, regulations and procedures used in transit operations. Considerable knowledge of accepted methods and techniques of safe driving with particular emphasis on passenger-carrying vehicles. Considerable knowledge of departmental rules, regulations and procedures, including fare policy. Knowledge of practices and procedures of radio communications. Knowledge of various techniques used in determining load factors, time points, headways, running and recovery time, and adequacy of route service. Knowledge of arterial and secondary road networks of the City, street layouts, points of interest, and restrictions to traffic. Knowledge of supervisory principles and practices. Ability to make accurate arithmetic computations. Ability to understand and carry out written and oral instructions. Ability to supervise employees in a manner conducive to full performance and high morale. Ability to speak clearly and concisely in person, over the telephone, public address system, and radio communication equipment. Ability to keep accurate records. Ability to enforce rules and regulations with firmness, tact, and impartiality. Ability to react quickly and calmly in emergencies and make sound decisions. Ability to demonstrate knowledge and use of Microsoft Office software. Ability to produce written communication free of errors in spelling, grammar and formatting. PHYSICAL AND ENVIRONMENTAL REQUIREMENTS To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work-related environmental conditions. PHYSICAL REQUIREMENTS Work may require the performance of tasks outdoors under varying climactic conditions. Work may require tasks that involve walking, sitting, standing, twisting, bending, lifting up to 20 lbs, pushing/pulling up to 100 lbs, and overhead work. Must be physically able to safely maneuver and operate a bus. WORK ENVIRONMENT Pre-employment medical examination required, including satisfactory drug screening results. Driving record shall reflect a three-year period with a maximum of 3 points and must also be free of citations for DUI, DWI, reckless driving, or license currently suspended or revoked Work may require performing tasks in and around heavy traffic. Work schedules may require split shifts and non-consecutive days off. May be exposed to noxious chemicals or smells. Note: May Require Assessment(s). May fill multiple positions.
