The Apprenticeship Coordinator is responsible for the design, implementation, administration, and continuous improvement of Center Phase Energy's U.S. Department of Labor (DOL) Registered Apprenticeship Program across our family of companies. This role serves as the primary liaison between CPE and all relevant regulatory bodies, educational partners, and internal business units to develop a skilled, safety-focused workforce in the transmission and distribution (T&D) sector.

Reporting directly to the Director, Enterprise Safety Services, this position works closely with operations leadership, apprentice lineman, and HR to ensure apprentices across all entities receive a consistent, high-quality learning experience grounded in the T&D Powerskills curriculum. The Apprenticeship Coordinator plays a critical role in building the next generation of craft professionals and advancing CPE's long-term workforce strategy.

Program Administration & Compliance

• Serve as the official program administrator and point of contact for CPE's DOL Registered Apprenticeship Program across all subsidiary companies.
• Maintain full compliance with DOL Standards, state apprenticeship agency requirements, and all applicable Equal Employment Opportunity (EEO) regulations.
• Prepare and submit all required documentation including apprenticeship agreements, progress reports, and program modifications to the Office of Apprenticeship (OA) or applicable State Apprenticeship Agency (SAA).
• Coordinate and conduct required audits, site visits, and program reviews; respond to and remediate any compliance findings.
• Maintain accurate and complete records of apprentice hours, wage progressions, competency attainment, and completion status in compliance with DOL recordkeeping requirements.

Curriculum & Training Delivery

• Administer the T&D Powerskills curriculum as the foundation of the Related Technical Instruction (RTI) component of the apprenticeship program.
• Partner with curriculum providers, community colleges, and vocational training institutions, as needed, to coordinate and schedule RTI delivery.
• Coordinate on-the-job learning (OJL) plans with field leadership to ensure apprentices are receiving structured, progressive work experience aligned with program standards.
• Develop supplemental training materials, assessments, and competency checkpoints as needed to support program outcomes.
• Monitor apprentice academic and field performance; coordinate intervention plans for apprentices falling behind.

Apprentice Management & Support

• Manage all aspects of the apprentice lifecycle — from recruitment and enrollment through program completion and journeyman graduation.
• Serve as the primary point of contact and advocate for apprentices across all CPE entities, providing coaching, guidance, and escalation support.
• Coordinate with HR on apprentice onboarding, compensation step increases, benefits enrollment, and personnel matters.
• Track and report on apprentice retention, completion rates, and post-program employment outcomes.
• Foster a program culture that reinforces CPE's core values of safety, integrity, and professional excellence.

Stakeholder Engagement & Reporting

• Build and maintain strong relationships with DOL representatives, state apprenticeship agencies, and industry partners.
• Collaborate with safety and operations leadership to align apprenticeship program priorities with business unit workforce needs.
• Present program performance metrics, outcomes, and strategic recommendations to senior leadership on a regular cadence.

Safety Integration

• Ensure safety education is embedded throughout the apprenticeship curriculum in alignment with CPE's Safety Management System.
• Coordinate with the Safety team to incorporate site-specific safety training, OSHA requirements, and CPE safety standards into the apprenticeship OJL plan.
• Participate in safety observations and field visits to evaluate apprentice adherence to safety protocols and reinforce a safety-first culture.
• Partner with Safety leadership to continuously improve safety content within the T&D Powerskills RTI curriculum.

  Required

• Minimum 3–5 years of experience administering a DOL Registered Apprenticeship Program, with demonstrated knowledge of federal and state apprenticeship regulations.
• Experience in the electric utility, transmission & distribution, or power delivery industry.
• Proven ability to manage multiple stakeholder relationships across organizations, including regulatory agencies, training providers, and field operations teams.
• Strong organizational skills with experience maintaining compliant recordkeeping systems for a registered apprenticeship program.
• Excellent written and verbal communication skills; ability to present to senior leadership and external stakeholders.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Ability to travel regularly across CPE's family of companies; valid driver's license required.

Preferred

• Working knowledge of the T&D Powerskills curriculum or comparable transmission and distribution workforce development programs.
• Experience managing apprenticeship programs across multiple entities or geographies within a parent organization.
• OSHA 30 certification or equivalent safety training.

Work Environment & Physical Requirements 

• This position is primarily field-based and requires frequent travel to CPE operating locations, jobsites, and training facilities.
• Must be able to conduct field site visits which may include exposure to active construction environments, outdoor conditions, and elevated worksites.
• Standard office work when not in the field, including extended periods of computer use.
• Occasional lifting of up to 25 pounds of training materials or equipment.
• Must be able to wear required Personal Protective Equipment (PPE) during field visits.
