Director of Project Management & Controls

Job Overview Primoris Services Corporation is seeking an experienced and results-driven Director of Project Management & Controls to serve as a functional expert across a portfolio of construction projects. Reporting directly to the SVP of Utilities Operations, this role is responsible for strengthening project delivery through rigorous planning, cost and schedule control, forecasting, risk management, change management, and performance reporting. The Director will mentor and coach program managers, project managers, and project controls managers while implementing practical tools, standards, and processes that improve execution across EPC, construct-only, and unit-based projects. This position partners closely with operations, finance, estimating, procurement, and operations leadership to deliver safe, predictable, and profitable outcomes without direct people management responsibility. Key Responsibilities Establish and lead project management and project controls standards across the portfolio, supporting consistent execution across EPC, construct-only, and unit-based projects. Provide expertise and instruction for planning, scheduling, cost control, forecasting, progress measurement, earned value, and change management to improve visibility and predictability of project performance. Partner with project managers and business leaders to identify risks, evaluate recovery plans, and implement corrective actions that keep projects aligned to scope, budget, schedule, and contractual commitments. Develop executive-ready project reports, analyses, and tools that communicate project health, cash flow, margin outlook, schedule status, trends, and key decisions required from leadership. Mentor, coach, and develop program managers, project managers, and project controls managers by teaching best practices in planning, forecasting, cost and schedule control, progress measurement, and disciplined project execution. Oversee project baselines, budgets, forecasts, and cost-to-complete processes to ensure timely and accurate visibility into revenue, margin, cash flow, and project performance. Lead portfolio-level reviews of cost and schedule variance, productivity, committed cost, contingency, and change exposure; identify underlying drivers and recommend actions to improve project outcomes. Ensure disciplined change management, claims support, and contract awareness so scope, schedule, and commercial impacts are identified early, documented thoroughly, and resolved effectively. Implement and continuously improve project controls tools, planning routines, and reporting processes that standardize execution and strengthen governance across EPC, construct-only, and unit-based project delivery models. Collaborate with estimating, procurement, finance, and operations to strengthen project start‑up, resource planning, subcontractor performance, monthly close, and forecast accuracy throughout the project lifecycle. Support operational excellence initiatives by identifying process gaps, standardizing best practices, and improving systems that enable projects to be delivered safely, on time, and on budget. Experience 10+ years of progressive experience in construction project management, project controls, operations support, or related roles, including functional leadership across multiple projects or a portfolio. Relevant experience in utilities, power, industrial, EPC, construct-only, or unit‑based construction environments, with a strong understanding of project execution from bid handoff through closeout. Demonstrated success implementing project controls processes, forecasting discipline, and operating rhythms, while mentoring project teams and improving capability in project planning and execution. Skills Strong command of project management and project controls principles, including planning, scheduling, cost control, forecasting, earned value, risk management, and change management. Strong analytical and financial acumen, including the ability to interpret project financials, assess trends, evaluate recovery options, and translate data into actionable recommendations. Excellent communication, coaching, and influence skills, with the ability to teach best practices, build alignment across field and corporate functions, and drive adoption of tools and processes without direct reporting authority. Advanced proficiency in Excel and project planning software is required; experience with B2W, HeavyJob, Procore, Primavera P6, ERP systems, and construction project management platforms is strongly preferred. Education Bachelor’s degree in Construction Management, Engineering, Business, Finance, or a related field is required. PMP, CCM, PSP, CCP, or similar professional certifications are preferred.
