Assistant to the City Counselor

$28.65 - $35.25 per hour

City of Columbia, Missouri Career Opportunities Overview The City of Columbia Law Department is seeking an Assistant to the City Counselor. This role supports the City Counselor with assigned tasks, coordinates administrative staff, and serves as a resource for department-wide matters. The assistant prepares council agendas and legislation, drafts legal documents, provides litigation support, and participates in departmental budgeting. Essential Duties and Responsibilities Manage and prepare City Council agenda, legislation, bill requests, and related documents. Create efficient workflows, establish and enforce deadlines. Develop and maintain training curriculum and train staff on agenda management system. Provide guidance and training to employees. Coordinate functions and serve as staff support for law department boards and commissions, including preparation and posting of agendas, minutes, reports, and other matters. Act as high-level administrative advisor to the City Counselor and primary point of contact for routine departmental matters. Conduct budget and financial management activities, including analysis, report generation, and recommendations. Manage special projects. Provide full management and oversight of City Code preparation and maintenance. Draft legal documents with minor supervision and high attention to detail; provide litigation support. Maintain regular and reliable attendance. Perform other duties as assigned. Supervisory Responsibilities Provide supervision to administrative staff, including input on hiring, formal discipline, performance evaluations, and realignment of work as needed. Qualifications Education and Experience High school diploma or equivalent required. Associate’s Degree or 2 years of college. 5 to 7 years’ experience in a legal environment or similar setting. Licenses or Certifications None. Knowledge, Skills and Abilities Knowledge of legal terminology and documents. Proficient in basic business English usage, composition, and grammar. General office practices, administrative procedures, records management. Generally accepted accounting procedures and principles. Ability to communicate verbally and in writing to meet audience needs. Ability to lead and train other employees. Proficiency with applicable software, electronic filing, legal research, and codification tools. Collect, organize, and analyze complex data. Conduct basic legal research and gather information from sources. Project management and prioritization skills. Maintain accuracy and attention to detail. Interpret and apply policies, procedures, and legal instructions accurately. Analyze issues and resolve problems using good judgment. Draft legislation and legal documents, reports, contracts, memos, and letters. Handle confidential information with discretion. Manage difficult and stressful situations with professional composure while maintaining interpersonal relationships. Compile, organize, interpret, and communicate data and results concisely. Provide high levels of customer service. Work independently with minimal supervision. Recognize, analyze, and solve a variety of problems. Regularly use computer, software, phone, and related office equipment. Manage time and meet deadlines. Work Environment Office or similar indoor environment – frequently or often. May encounter hostile or irate individuals – sometimes. Physical Demands Relatively free from unpleasant environmental conditions; generally sedentary. May require exerting up to 10 pounds of force occasionally; negligible force frequently; may involve lifting, carrying, pushing, or pulling objects. Hours/Days Generally 8 a.m. – 5 p.m., Monday through Friday. Salary: $28.65 to $35.25 per hour (commensurate with experience). Pay grade 109. Positions Number of positions available: 1.
