Duties Description The Office for People With Developmental Disabilities (OPWDD) Enterprise Project Management Office (EPMO) is seeking a Project Manager 1 to assist with complex projects across the organization. Under the direction of a Project Manager 2, the incumbent will assist with projects through the full project lifecycle and will be responsible for creating and maintaining project documentation. The incumbent will develop detailed scope statements, document project requirements, develop project work plans, and coordinate project activities. This will be a collaborative role, working directly with other project and portfolio managers, as well as divisions across the organization. Duties and Responsibilities Duties and responsibilities include but are not limited to: Assist with coordinating multiple complex agency-wide projects or components of projects. Assist with or develop project charters. Coordinate, facilitate and/or participate in needed meetings. Responsible for drafting detailed agendas, meeting notes, and other project documentation. Assist or develop scope documents, workplans and timelines. Manage and monitor project tasks. Assist in developing, managing and monitoring communication plans. Assist in identifying and documenting potential risks and creating plans if they occur. Maintain project records, track timelines and develop status reports. Manage, edit, and track applicable deliverables and work products. Assist with change management activities. Assist in developing business requirements documentation. Maintain project resource libraries. Assist in planning and coordination of transitioning project to ongoing operations. Attend appropriate courses, conferences, forums, and webinars to advance knowledge and understanding in management tools and techniques and learn about best practices. Project Manager Trainee 2, NS (equivalent to SG-16) Five years of experience years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans. Project Manager 1, SG-18 Six years of experience years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans. SUBSTITUTION An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. Appointments may also be made at the Project Manager Trainee levels. Salary range listed below encompasses the hiring rate of a Project Manager Trainee 1 through the job rate of a Project Manager 1. The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
