Job Description
Our ideal candidate thrives in a fast-paced, customer-focused office environment and is comfortable managing frequent interruptions while delivering accuracy and professionalism. They are self-motivated, organized, and able to prioritize and transition efficiently between multiple tasks. This position also requires strong attention to detail, accurate data entry skills, and the ability to perform basic mathematical calculations to determine permit fees and calculate square footage. Excellent customer service and communication skills are essential, as the position regularly assists both internal and external customers. The workload typically increases during the spring and summer construction season, requiring the ability to meet deadlines and manage competing priorities. Because work is performed in a shared office environment, the successful candidate must be able to concentrate and remain productive despite background activity and conversation. The position also requires the ability to sit, stand, walk, and move throughout the workday while performing assigned duties and assisting customers.
Community Development is a dynamic department composed of Permitting, Planning, Building, and Administrative sections that are collectively responsible for administering the land use ordinances and building code regulations for the City and Borough of Juneau. This position works (Monday through Friday) 8am 4:30pm. Your office would be in downtown Juneau on the 4th floor of the Marine View Building, located at 230 S. Franklin St.
Typical Responsibilities
This position requires excellent customer service skills and a high level of attention to detail. It involves regular interaction with the public through assisting customers with the preparation and processing of building, land use, and general engineering permits, and requires precision and accuracy in database entries. The Permit Technician helps guide the customer through the intake process by conducting a preliminary review of submission materials which may include site plans, grading plans, foundation plans, floor plans, parking and landscaping plans, and other such documents. Specific duties include, but are not limited to:
- Responds to public inquiries regarding development codes, permitting requirements, and application processes.
- Reviews permit applications for completeness and advises applicants on required documentation and available resources.
- Provides technical support for the online permitting system, including login assistance, application submissions, document uploads, and permit selection.
- Enters, updates, and maintains permit records for building, utility, zoning, and other development applications.
- Calculates, collects, and processes permit fees; prepares financial reports and maintains related records.
- Answers Community Development phone lines, provides general information, and directs inquiries to appropriate staff.
- Researches property records, interprets maps and as-built drawings, and fulfills public records requests.
- Prepares Temporary/Certificates of Occupancy for issuance.
The Permit Technician I and Permit Technician II positions are distinguished primarily by the level of experience, training, independence, and supervision required. Permit Technician I is the entry-level trainee position in the Permit Technician IIII series. Under the direct supervision of the Permit Center Manager, with training and daily work coordinated by the Permit Technician III, incumbents learn the technical aspects of permit processing, recording, and customer service. This position is designed to develop the knowledge and skills necessary for progression to Permit Technician II. Permit Technician II is the advanced trainee level and performs permit processing duties with greater independence. Incumbents demonstrate proficiency in the routine technical aspects of processing, recording, and tracking land use, building, and other development permits while continuing to develop specialized knowledge and skills. Upon meeting established performance and competency standards, a Permit Technician II may advance to the journey-level Permit Technician III position after completing a Permit Technician Certificate.
Minimum Qualifications
Permit Technician I - Range 10 - $23.42 per hour
Education: Graduation from high school or the equivalent.
Experience: One (1) year of clerical and/or customer service experience.
Substitution: Post-secondary education may be substituted for the required clerical experience on the basis of 2.67 semester hours (4 quarter hours) for one month of experience.
Permit Technician II - Range 12 - $26.68 per hour
Education: Graduation from high school or the equivalent.
Experience: One (1) year of clerical and/or customer service experience.
OR One (1) year of experience in the construction field performing semi-skilled work in plumping, electrical, or carpentry AND a minimum of six (6) months experience processing building, engineering, or other property/development permits. With the City and Borough of Juneau, this work is equivalent to a Permit Technician I.
Substitutions: Post-secondary education may be substituted for the required clerical experience on the basis of 2.67 semester hours (4 quarter hours) for one month of experience up to a maximum of one year. There is no substitution for the permit processing experience.
Permit Technician III - Range 13 - $28.51 per hour
Education: Graduation from high school or the equivalent.
Experience: One (1) year of experience processing building, fire, engineering, or other development permits. This experience must have been at the technical level equivalent to a Permit Technician II with the City and Borough of Juneau.
Other:
Certification as a Permit Technician by the International Conference of Building Officials or the equivalent through another agency.
Continued employment and advancement opportunities: Initial appointment within this series is determined by the incumbent's education and experience. Continued employment and eligibility for promotion requires incumbents to have acceptable or above performance and successfully complete the probationary period. Incumbents are required to progress through this series of job classes to the journey level Permit Technician III. Failure to complete the probationary period or achieve the journey level will result in separation.
