Energy Quality Assurance Inspector (CDA LENDING AND RISK ANALYST II (C24030/ 508199))

Overview This is a contractual position with limited State of Maryland benefits. The role is part of the Housing and Building Energy Programs within the Department of Housing and Community Development. It supports energy efficiency and sustainability initiatives across Maryland, including the Weatherization Assistance Program, EmPOWER programs, and Energy Assistance Program. Position Duties The Quality Assurance Inspector evaluates work performed by Energy Retrofit Service Providers. Responsibilities include conducting site visits, performing desk‑top data monitoring, providing training and technical assistance, reviewing and approving contractors, work plans, specifications, construction estimates, and monitoring project progression to resolve service provider concerns throughout construction. Frequent travel throughout Maryland is required for site inspections. General technical knowledge of building systems is required, and additional training will be provided. Compensation and Grade Grade: 17. Salary range is $34.43 – $37.27 per hour, with potential advancement up to $54.29 per hour based on qualifications, equity, and hiring guidelines. Initial offers are based on qualifications, experience, and available budget. Minimum Qualifications High school graduation or high school equivalency certificate. Seven years of experience evaluating risk in granting single-family, multifamily, or commercial loans, government assistance programs, construction management, or related areas. Alternative: Bachelor's degree in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate or related field plus three years of the above experience. Alternative: U.S. Armed Forces military service as a commissioned officer in relevant loan specializations or housing management. Desired or Preferred Qualifications Bachelor's degree from an accredited college. Experience managing, leading, or reviewing residential construction projects. Experience with energy efficiency in residential buildings. Benefits Contractual employees working 30 or more hours per week (or an average of 130 hours per month) may be eligible for subsidized health benefits under the State Employee and Retiree Health and Welfare Benefits Program. The state subsidizes 75% of premiums; employees pay 25% for medical and prescription coverage. Optional dental, accidental death, and life insurance are available at full employee cost.
