Director OF Labor Relations

We are seeking a talented leader to become our next District Director of Employee Relations and Title IX. The successful candidate will provide leadership for and oversee the districtwide Title IX program. This includes supervising and coordinating the work of the campus-based Title IX Coordinators, ensuring consistent implementation of Title IX regulations, and promoting a culture of equity, respect, and accountability across the district. Under general direction, the District Director of Employee Relations and Title IX provides Districtwide leadership, oversight, and accountability for compliance with federal and state laws governing sex- and gender-based discrimination, harassment, and retaliation, including Title IX of the Education Amendments of 1972, Title 5 of the California Code of Regulations, Title VI, Title VII, the California Fair Employment and Housing Act (FEHA), Clery Act, and Violence Against Women Act (VAWA). The District Director serves as the District’s designated Title IX Coordinator and is responsible for the development, implementation, and continuous improvement of policies, procedures, prevention strategies, training, investigations, and resolution processes necessary to ensure compliance with Title IX and related federal and state nondiscrimination laws, including protections related to pregnancy and related conditions. The position provides strategic leadership to foster a safe, equitable, inclusive, and respectful educational and employment environment; ensures consistent, trauma‑informed, and culturally responsive practices across the District; and advises leadership on institutional risk, compliance obligations, and systemic issues. Essential Duties and Responsibilities Provide leadership and Districtwide oversight of the Title IX program, serving as the District’s Title IX Coordinator and ensuring full compliance with applicable federal and state laws and regulations related to sex- and gender‑based discrimination, harassment, and retaliation, while providing guidance, support, and oversight to Deputy Title IX Coordinators and campus Title IX personnel. Direct and oversee the intake, investigation, and resolution of complaints involving discrimination, harassment, retaliation, and related protected activity complaints. Ensure investigations and resolution processes are timely, impartial, trauma‑informed, legally sound, and consistent with District policies, regulations, and due process requirements. Assign, supervise, and monitor investigative work conducted by internal staff, Deputy Title IX Coordinators, external investigators, and other designated campus investigators; review findings, reports, and recommendations; determine appropriate interim, remedial, and supportive measures; and facilitate the engagement and oversight of external investigators when appropriate. Provide supervision and leadership to assigned staff, including participation in recruitment and selection, performance management, professional development, disciplinary action, and grievance administration in accordance with Personnel Commission Rules, Board Policies, Administrative Regulations, Human Resources procedures, and collective bargaining agreements. Advise leadership on compliance risks, emerging trends, systemic issues, and institutional exposure; recommend strategies, policy changes, and corrective actions to mitigate risk and strengthen Districtwide compliance and culture; advise and collaborate with campus partners regarding legislative developments, case management trends, compliance challenges, and concerns related to discrimination, harassment, bullying, and Title IX compliance including federal and state requirements related to pregnancy and related conditions. Lead the development, implementation, and continuous improvement of District policies, procedures, protocols, and internal controls related to Title IX, discrimination, harassment, and retaliation including procedures and guidance related to pregnancy and related conditions; monitor legal and regulatory developments and recommend updates as needed. Ensure the provision and coordination of supportive measures for involved parties, including reasonable modifications and accommodations for individuals affected by pregnancy and related conditions, and oversee collaboration with Student Services, Human Resources, District Police, and other departments to support impacted individuals and ensure institutional responsiveness, including coordination with K‑12 partners in matters involving dual enrollment or College and Career Access Pathways (CCAP) agreements, as applicable. Oversee Title IX hearings and resolution processes, including coordination with contracted hearing officers, advisors, and appeal authorities, and ensure compliance with procedural and documentation requirements. Direct Districtwide prevention, education, and training programs, including mandatory training for employees and students; specialized training for investigators, decision‑makers, Deputy Title IX Coordinators, campus Title IX Coordinators, and other designated personnel; and outreach initiatives that promote awareness, reporting options, and institutional accountability. Lead campus climate assessment efforts, including the design, administration, and analysis of surveys and data related to discrimination, harassment, and retaliation; evaluate program effectiveness and recommend data‑informed improvements. Manage Title IX case management systems and reporting, ensuring accurate documentation, data integrity, trend analysis, and timely submission of required internal, Board, state, and federal reports. Collaborate with District Police, Student Services, Human Resources, and other departments to ensure alignment of Title IX response procedures with Clery Act, VAWA, and related federal compliance requirements through cross‑functional coordination, timely reporting, documentation, prevention education, policy development, training, reporting oversight, and policy implementation. Represent the District in compliance reviews, audits, administrative proceedings, mediations, and external agency interactions; serve as liaison with law enforcement, regulatory agencies, and community partners as appropriate. May serve on, or assign a designee to serve as a member of, the campuses’ behavior intervention teams (BITs), providing leadership and guidance on matters related to Title IX, including threat assessment, trauma‑informed response, risk mitigation, and compliance with federal and state regulations; collaborate with multidisciplinary team members to evaluate concerning behaviors, develop intervention strategies, and ensure appropriate follow‑up and documentation. Collaborate with the Athletic Directors at each campus to ensure Title IX compliance for all athletic programs. Collaborate with Human Resources, Student Services, legal counsel, and other appropriate administrators to coordinate employee and student disciplinary processes arising from Title IX investigations and ensure compliance with applicable laws, regulations, collective bargaining agreements, policies, and due process requirements.
