OVERVIEW
Assignment
This full-time contract Chemist Assignment will work alongside *** (BPA) chemists in support of the Diagnostics, Metrology & Labs (TEZT) organization, at the chemistry laboratory, supporting substation maintenance and environmental programs. This Assignment may also be required to perform work at various substations throughout the BPA service area supporting and assisting with environmental cleanup projects.
Organization
The Diagnostics, Metrology & Labs (TEZT) organization provides Field Testing, High Voltage Laboratory, High Current Laboratory, Chemistry Laboratory, Mechanical Laboratory, and Geo-tech Laboratory services. Collectively, these services provide acceptance testing of components, hardware and materials associated with BPA's power transmission system, diagnostic tests for asset health assessment, staged system testing for commissioning new electrical facilities, managing or conducting research and development for improvements in transmission facility equipment. Some services are provided as collaborative efforts with Colleges and Universities, National laboratories, Department of Energy, other researchers, research institutes, and (if available) through reimbursable contracts and agreements with external entities. BPA's chemists provide testing services in support of substation maintenance; includes insulation oil analysis, HazMat waste profile and environmental cleanup. Substation maintenance related testing includes; oil quality, dissolved-gas-analysis, furan analysis and metal particle counts. BPA's environment program requires chemists support in waste profile analysis and reports as well PCB analysis both in liquid (oil) and soil samples.
ASSIGNMENT RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
On a progressive basis, working with senior TEZT personnel, support, assist with, and perform the following:
Receive and process test samples; which includes logging samples into the tracking system and provide "change of custody" to customer.
Perform oil quality tests, dissolved-gas-analysis tests, and PCB tests; analyze results, identify any unknown materials, and issue reports.
Perform Chemical Waste Profile Analysis and Reporting; timely and accurately completed reporting is vital.
Coordinate with field personnel for proper sampling, shipment and/or disposal of waste.
Conduct various specialized tests on transformer insulating oil; e.g., furan, metal particle counts. Provide consultation on ASTM D27 (Electrical Insulating Liquids and Gases) methods and specifications as it pertains to the power industry.
Provide recommendations on new product purchases for electrical insulating liquids from a chemical perspective.
Perform general laboratory clean-up as well as regular sample containers cleaning.
Repair and maintain laboratory equipment as is practical, escalating maintenance and repair needs as necessary.
Participate in organization improvement efforts, assisting and recommending new or revised procedures, processes or other initiatives to enhance efficiency and quality.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor's degree in Chemistry is required.
5 years of applicable research and/or quality control chemistry experience is required.
Required Technical Skills & Experience (required on matrix)
Must have knowledge of chemistry and testing concepts.
Demonstrated skill performing lab and field tests.
Ability to interpret and apply applicable test standards to test samples.
Preferred Skills & Experience (optional on matrix)
Working knowledge of dissolved-gas-analysis and knowledge of key gases.
Working knowledge of PCB analysis for both liquid and soil samples.
Knowledge of Resource Conservation & Recovery Act (RCRA) Hazardous Waste Regulations 40 CFR Part 261.
Knowledge of US Department of Transportation (DOT) regulations on shipping hazardous wastes.
Proficiency with Microsoft Office Suite products, such as Word, Excel, PowerPoint and Outlook.
Additional Requirements (not required on matrix) Valid U.S. Driver's License is required.
PPE Requirements White Hard Hat Eye Protection Respirator (must be fit tested and include medical certification allowing use of device) Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements. Additional PPE required by State or Federal OSHA for the work being performed. Refer to Ad-hoc PPE Requirement Appendices.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.

CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).
All work products must be reviewed and finalized by appropriate federal employees.
Policy Development
BPA's process for Policy development includes multiple levels of federal review prior to acceptance / adoption.
Interpretation of Policy/Regulations
Only BPA federal employees may determine the applicability and interpretation of regulations.
CFTE are not permitted to "interpret" regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.
Representing BPA
Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

NON-CRAFT HIRING SAFETY TRAINING MATRIX Purpose:
The Contract Full Time Equivalent (CFTE) Hiring Safety Training Matrix is a hazard assessment for CFTE personnel routine tasks. It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.
This form is intended only as a reference document for contractors.

BPA provided safety training will be the same training provided to Federal Workers.
For the "General Comments" section, BPA Requesting Managers can list anything that was not already covered and provide clarification to the BPA COR to better understand the CFTE position. It may include tasks, conditions, and/or exposures that are unique to a particular position, work site, or person.
